A. 
There is hereby created the Office of Governmental and Community Relations pursuant to Section 402 and 413 of the Charter of Harford County, Maryland, which shall be in the Executive Branch of the County government.
B. 
The Department shall be administered by a Director of Governmental and Community Relations. The Director shall be educated and experienced in the areas relating to community services, programs and administration, including specifically the responsibility for dealing with the public and making recommendations based on investigation and research of governmental programs and legislation as they apply to the needs of the public. At the time of the Director's appointment, the Director shall have at least five (5) years experience in community organizational, administrative or managerial work and shall have experience with the legislative process.
C. 
The Director shall be responsible for the development and implementation of program policies and procedures to identify and handle citizen and community problems, needs and complaints and to assure the timely disposition or response to such issues. The Director shall be responsible for the coordination of governmental programs and policies as they relate to the needs of the citizens. The Director shall have such other and further duties as may be provided for from time to time by direct order of the County Executive or by legislative act of the Council, not inconsistent with this Act.
D. 
The Director shall represent the County Executive at various commissions, committees, including, but not limited to the Maryland Association of Counties meetings, and legislative hearings.
The Office of Governmental and Community Relations shall be responsible for the coordination, control and the overseeing of the investigation, research and resolution of citizen complaints regarding the application of governmental policies, laws and programs. The Office shall review proposed local and state legislation and present the County Executive's position on legislation presented in the General Assembly. The Office of Governmental and Community Relations may be assigned and shall do and perform such other and related duties as may be assigned to it by the County Executive.
