Provision for flexibility in certain engineering design criteria necessitated by unusual topographic and soil circumstances or select changes in design may be accomplished on written approval of the approving authority.

Any person found guilty of violating any provision of this chapter shall be deemed guilty of a misdemeanor and shall be fined not less than $50 and not more than $250, and every day that such violation exists shall constitute a separate offense and be punishable as such hereunder.
