There is hereby established a Department of Economic Development. The Director shall serve during the term of office of the Mayor appointing the Director and until the appointment and qualification of a successor. Within the Department shall be the functions of economic development, construction code enforcement and building inspector, zoning code enforcement and planning, each of which functions shall be headed as set forth herein.
The Department shall work toward community, economic and employment development within the Township and shall have the following functions:
A. 
Formulate, recommend and advise of economic development policies and programs, including but not limited to assisting existing businesses to grow, encouraging new businesses to be started, and attracting businesses from outside the Township, and to promote orderly and coordinated economic development of the Township;
B. 
Assess needs for economic development, the extent and priority of needs and current availability and sources of funds to meet the identified needs;
C. 
Develop short- and long-range development plans and update such plans at least annually;
D. 
Establish and maintain good working relationships with community groups, service agencies, local, state and federal agencies and business organizations;
E. 
Provide technical assistance as requested to the planning and zoning boards;
F. 
Investigate, apply for and administer grant funds with respect to its functions;
G. 
Develop and implement and monitor a coordinated program of economic development for the Township;
H. 
Assist the Redevelopment Agency in implementing a strategy for revitalization of economic and business interests in the Township; and
I. 
Perform such other related duties as may be assigned by the Mayor.
A. 
Construction code enforcement, building inspection and fire prevention functions shall be fulfilled by the Building Inspector, the Construction Official and Subcode Officials and the Fire Prevention Officer, as set forth in Chapter 18, Code Enforcement; Chapter 85, Alarms, Articles II and III; Chapter 114, Building Construction; Chapter 161, Dwellings, Unfit; Chapter 187, Fire Prevention; Chapter 191, Fireworks; Chapter 230, Multiple Dwellings; and Chapter 215, Land Development, of this Code. The positions of Construction Official and Building Inspector may be held by the same person.
B. 
The various Subcode Officials comprising the Uniform Construction Code Enforcing Agency shall have such qualifications as are specified in the New Jersey Uniform Construction Code and the rules and regulations promulgated thereunder.
C. 
Third-party inspection agencies may be appointed as provided by general law.
The Zoning Officer shall:
A. 
Review applications for the issuance of building permits as to zoning compliance and act upon the same, all in accordance with general law and the provisions of this Code.
B. 
Enforce the land development regulations of the Township in accordance with § 215-106 of Chapter 215, Land Development, of this Code and in accordance with general law.
C. 
Make recommendations to the Director of the Department with respect to budget, personnel and equipment requirements.
D. 
Perform such other duties as may be assigned by the Director of the Department.
The Deputy Zoning Officer shall assist the Zoning Officer with the performance of duties as assigned by the Zoning Officer and shall fulfill the duties of the Zoning Officer in the absence of the Zoning Officer.

Under the direction of the Director, the Planning Division shall:
A. 
Prepare and maintain a workable program for community development, a capital program and a community renewal program;
B. 
Act as a research source and staff to the Planning Board;
C. 
Review planning and zoning applications and make recommendations to the respective boards;
D. 
Develop and maintain a parkland inventory;
E. 
Advise and assist the Mayor in planning in all matters related to the development of the Township;
F. 
Study and coordinate the operation and effect of land use controls, development applications, variances therefrom, and their administration;
G. 
Develop and administer programs and activities for revitalization and conservation of housing and of neighborhoods, community facilities and development, and capital programs; and
H. 
Investigate, apply for and administer grants in furtherance of its functions.
