As used in this chapter, the following terms shall have the meanings indicated:
EMERGENCY MEDICAL TECHNICIAN
An emergency medical technician - basic; an emergency medical technician - intermediate; or an emergency medical technician - paramedic.
FIRE VOLUNTEER FUNDS
Funds of a municipality that are raised by employees of the municipality's fire department, by volunteers, or by donation to the fire department, for the benefit of the municipality's fire department.
FIRST RESPONDER
A person who, as a condition of employment or as a member of an organization that provides emergency medical care before hospitalization, provides emergency medical care to a sick, disabled, or injured individual before the arrival of an ambulance, but who does not provide transportation for a patient.
FIRST RESPONDER VOLUNTEER FUNDS
Funds of the municipality that are raised by employees of the municipality's first responder department, by volunteers, or by donation to the first responder department for the benefit of the municipality's first responder department.
PUBLIC DEPOSITORY
A federal or state credit union, federal or state savings and loan association, state bank, savings and trust company, federal or state savings bank, or national bank in the state which receives or holds any public deposits or the local government pooled-investment fund.
VOLUNTEER FUNDS
Emergency medical technician volunteer funds, fire volunteer funds or first responder volunteer funds.
A. 
Authority to deposit volunteer funds in a public depository is restricted to the Fire Chief, First Responder Chief and the Fire Department Treasurer.
B. 
The St. Joseph Fire Department and First Responder Department have exclusive control over the expenditure of volunteer funds.
A. 
Solitary donations or grant awards received shall require the following action:
(1) 
Solitary donations less than $1,000 shall be deposited directly into the volunteer fund account.
(2) 
Solitary donations greater than $1,000 and grants shall be deposited into the Town Treasury on behalf of the St. Joseph Fire Department/First Responders.
B. 
A quarterly income and expense report shall be submitted to the Town Board for review.

Purchases from the volunteer funds shall require the following authorization:

Emergency purchases/expenditures over $2,000 require Town Chair or Supervisor approval and shall be documented.
Volunteer funds shall remain the property of the Town of St. Joseph until the funds are disbursed.
