No person shall operate any motor vehicle on any portion of icebound Bass Lake within the territorial limits of the Town of St. Joseph, Wisconsin, for the purpose of conducting, participating in or engaging in races or time trials on said frozen surface.
For the purposes of this article, conducting motor vehicle races or time trials on icebound Bass Lake is hereby declared to be against the public policy and is prohibited under the power of the Town Board to act for the health, safety and welfare of the public within the territorial limits of the Town of St. Joseph. The term "motor vehicle," for purposes of this article, is as defined in the Wisconsin Statutes, Motor Vehicle Code.[1]

Any person violating any provision of this article shall forfeit to the Town of St. Joseph a sum of not less than $10 nor more than $100 for each and every offense, together with the costs of the action, and in default of immediate payment of said forfeiture and costs said offender shall be confined in the county jail not exceeding 30 days or until such forfeiture and costs have been paid in full.
