All electrical installations in any building or structure within the Village of Alexandria Bay shall be made in conformity with the requirements of the National Electrical Code, except where provisions of any other federal, state or local law set a higher standard, in which case the higher standard shall be followed. The National Electrical Code shall be the same as that code approved and adopted and as modified from time to time by the American Standards Association and is also known as the "National Fire Protection Association Pamphlet No. 76."
Electrical inspections may be conducted by any duly qualified inspection agency, including but not limited to the New York Board of Fire Underwriters. Any cost or expense for inspection or reinspection will be a charge against the property owner and shall in no way be a charge against the Village.
It shall be the duty of inspectors to report, in writing, to the Village, whose duty it shall be to enforce all provisions of this code and of all local laws, ordinances and the building code as referred to in this chapter. Inspections and reinspections of electrical systems on properties in the Village of Alexandria Bay upon the written request of an authorized official of the Village shall also be provided. In the event of an emergency, it is the duty of the inspector to make inspections upon the oral request of the official or officer of the Village of Alexandria Bay. Inspectors may authorize the issuance of a certificate of compliance for electrical installations and equipment that are in conformity with this chapter. A copy of this certificate of compliance shall be sent to the Village.
Any person, firm or corporation that shall violate provisions of this chapter shall be guilty of a violation and, upon conviction thereof, may be punished by a fine of not more than $250 and/or 15 days in prison, or both such fine and imprisonment.
Provisions of this chapter shall not apply to any electrical installations in mines, ships, railway cars or automobile equipment or the installation or equipment employed by the public utility in the exercise of its functions and located outdoors or in buildings used exclusively for that purpose. This chapter shall not apply to work involved in the manufacture, assembly, testing or repair of electrical machinery, apparatus, materials and equipment by a person from a corporation engaged in electrical manufacturing as its principal business. This chapter shall not apply to buildings which are owned or leased in their entirety by the government of the United States or the State of New York.
This chapter shall not be construed to relieve or lessen the responsibility of any person owning, operating, controlling or installing any electrical wiring devices, appliances or equipment for personal injury or property damage caused by any defect therein, nor shall the Village of Alexandria Bay be deemed to have assumed liability by reason of any inspection made pursuant to this chapter.
