As used in this chapter, the following terms shall have the meanings indicated:
HAWKER and PEDDLER
Except as hereinafter expressly provided, any person, either principal or agent, who, from any boat or car on a railroad track or in any public street or public place, including sidewalks, docks, wharfs, boat launches and parks, on foot or on or from any animal or vehicle, sells or barters, offers for sale or barter or carries or exposes for sale or barter any goods, wares or merchandise.
SOLICITOR
Any person who stands in any street or public place, including sidewalks, docks, wharfs, boat launches and parks, taking or offering to take orders for goods, wares or merchandise, except milk, or for services to be performed in the future or for making, manufacturing or repairing any article or thing whatsoever for future delivery.

No person, firm or corporation shall hawk, peddle, sell or dispose of any goods, wares or merchandise, food or food products or personal property of any kind or description or engage in the business of hawking or peddling any goods, wares or merchandise of any description from any wagon, cart, car, pack, booth or stand or in any manner whatsoever on any street or public place in the Village of Alexandria Bay, including sidewalks, docks, wharfs, boat launches and parks, except that not-for-profit groups may apply for a special permit from the Board of the Trustees of the Village of Alexandria Bay to hawk or peddle on public property for special events. Any such request shall be specific as to date, time and place, the nature of the goods, wares, merchandise, food, food products or other personal property being sold and shall be limited to the specific event requested.
Any person who, or any person whose Clerk, agent or employee, shall act as a hawker, peddler or solicitor, as herein defined, or who shall violate any of the provisions of this chapter shall, upon conviction, be punished by a fine of not more than $250 and/or 15 days' imprisonment, or both such fine and imprisonment. Each day on which such violation continues is a separate offense.
