The Village Board of the Village of Alexandria Bay, pursuant to the authority granted to it under Article 4 of the Village Law and §§ 10 and 20 of the Municipal Home Rule Law of the State of New York, hereby enacts as follows.

The Board of Trustees of the Village of Alexandria Bay has found that certain streets and sidewalks within the Village are heavily traveled and that use of those streets and sidewalks for sliding, coasting and skating by skaters, roller bladers, roller skaters and skateboarders presents a dangerous condition for pedestrians, traffic and residents of the Village of Alexandria Bay. In order to ensure the safety of Village residents and others using those streets and sidewalks, it is necessary to restrict the use of those streets and sidewalks for sliding, coasting and skating. These activities conducted on Village properties have also resulted in destruction of public facilities.

Sliding, coasting or skating is prohibited year round in certain areas and no person shall skate, roller blade, skateboard or slide or coast upon any area so designated by the Village Board herein, except during special events with the permission of the Village Board. These activities are also prohibited year round on all Village properties and in Village buildings, except by permission of the Village Board.
There shall be no sliding, coasting or skating upon the following streets and sidewalks along such streets:
A. 
Bethune Street, entire length.
B. 
James Street, entire length.
C. 
Market Street, entire length.
D. 
Fuller Street, entire length.
E. 
Miller Avenue, entire length.
F. 
Sisson Street, entire length.
G. 
Holland Street, entire length.
H. 
Walton Street, from Church Street to Second Street.
I. 
Church Street, from Crossman Street to Fuller Street.
Any person sliding, coasting or skating upon any of the enumerated streets and sidewalks in violation of this article or any parent allowing his or her child to slide, coast or skate upon any street or sidewalk in violation of this article shall be guilty of a violation and may be fined up to the maximum amount of $250 for each such violation.[1]
