A. 
The occupants, owner or owners of every lot of land on any street or highway or public place within the limits of the Borough of East Rutherford shall remove all snow and ice from the sidewalk in front of said land within 12 hours of daylight after the same has fallen or been formed thereon.
B. 
No owner, tenant or occupant of nonresidential lands abutting upon the public streets of the Borough of East Rutherford shall throw, put, place or cause to be thrown, put or placed into, upon or within any improved right-of-way of any street, road or avenue within the Borough of East Rutherford any snow and ice from said nonresidential lands.
C. 
It shall be the responsibility of the owner or occupant of property at street corners and mid-block where crosswalks exist, when removing snow and ice from the sidewalks, to clear a path through the snow and ice from the sidewalk at corners and mid-block crosswalks to the plowed section of the street to allow pedestrians access from the sidewalk to the plowed portion of the street.

Any person or persons, firm, partnership or corporation violating any of the provisions of this Article II of this chapter shall, upon conviction thereof, be subject to a fine of not less than $250 nor more than $500 for each violation.
In the event that such snow or ice is not removed within the time limits set out in §§ 257-4 and 257-5 above, the Superintendent of the Department of Public Works of the Borough of East Rutherford may remove said snow or ice from in front of such lot or lots of land. In the event that the Superintendent of the Department of Public Works authorizes the removal of said snow or ice by the Department of Public Works, the cost of removal of the snow or ice shall be certified to the Mayor and Council of the municipality by the Superintendent of the Department of Public Works. The Mayor and Council shall examine such certificate and, if found to be correct, shall cause such cost to be charged against such land, and the amount so charged shall thereupon become a lien in tax upon the real estate and be added to and be a part of the taxes next to be levied and assessed thereon and shall be enforced and collected with interest by the Borough Tax Collector in the same manner as other taxes.
