The functions of the government of the Township shall be divided among and performed by the several departments hereby created:
A. 
General Finance Department.
B. 
Department of General Administration.
C. 
Bureau of Public Works.
D. 
Local Assistance Board.
E. 
Department of Recreation.
F. 
Police Department.
G. 
Fire Department.
H. 
Law Department.
The duties of the head of each department shall be to carry out the functions of the department as defined elsewhere in this chapter, subject to the authority of the Director of Public Works in those departments over which he has supervision, and subject in each instance to the duly authorized directions of the Township Committee. The head of each department shall supervise the maintenance and upkeep of the equipment of the department and also the work of the members of the department over which he has control and shall allocate to each member his duties of the general nature indicated by the title or designation of the subordinate employee. The duties of the subordinate employees in each department shall be to perform such services within the department as are allocated to them by the head of the department.
