As used in this Article, the following terms shall have the meanings indicated:
SOLICITOR OR CANVASSER
A person, whether or not a resident of the city, traveling by foot, wagon, automobile, motor truck or any other type of conveyance from place to place, from house to house or from street to street, taking or attempting to take orders for the sale of goods, wares and merchandise or personal property of any nature for future delivery or for services to be furnished or performed in the future, whether or not the individual has, carries or exposes for sale a sample of the subject of the sale, with or without accepting an advance payment. "Solicitor" or "canvasser" shall also include any person who may be taking a poll or survey from house to house or on the streets or distributing advertisements or handbills.
No person shall for commercial purposes canvass, solicit, distribute circulars or other printed matter or call from house to house in the township without first having reported to, applied for and received a written permit from the Chief of Police or the officer in charge at police headquarters.
This Article shall not be construed to affect any person engaged in the delivery of goods, wares, merchandise or other article or thing in the regular course of business to the premises of persons having ordered or being entitled to receive the same, nor any peddler operating under a license duly issued by this township.
A. 
In addition to the information required by Chapter 161, Licensing, § 161-2, an application for a solicitor's license shall set forth the following:
(1) 
The age, height, weight and marital status of the applicant.
(2) 
A description of the project for which he is canvassing.
B. 
The applicant shall furnish, in duplicate, a photograph taken within sixty (60) days immediately prior to the filing of the application. The photograph shall show the head and shoulders of the applicant in a clear and distinguishing manner. One (1) copy of the photograph shall be affixed to the permit, if issued, and the other copy shall be retained by the Chief of Police.

The fee for a solicitor's or canvasser's license shall be as provided in Chapter 123, Fees.
No person shall canvass within the township except between the hours of 9:00 a.m. and 5:00 p.m.
