233a Sched A
As used in this chapter, the following terms shall have the meanings indicated:
ROLLER SKATE(S)
Any device which is affixed to or worn on the feet onto which are mounted wheels. This shall include what are commonly known as "in-line skates," "rollerblades" and/or "roller skates."
SKATEBOARD
A platform or other board which is mounted on wheels or a board with roller-skate wheels or other similar wheels affixed to the underside having no mechanism or other device with which to steer or control the direction or movement thereof while being used, operated or ridden.
A person 17 years of age and under shall not ride upon any skateboard and/or roller skates, or similar device, unless that person is wearing a properly fitted and fastened helmet which meets the standards of the American National Standards Institution (ANSI Z 90.4 bicycle helmet standard) or the Snell Memorial Foundation's 1984 Standard for Protective Head Gear for Use in Bicycling or a helmet which is designed specifically for use with the particular device being used.
No person shall operate or ride upon any skateboard and/or roller skates on any public parking lot within the Township (unless specific areas are designated) or upon any of the following public sidewalks or streets within the township: See Schedule A attached hereto.[1]

Any police officer who shall observe any person using, operating or riding upon a skateboard and/or roller skates in violation of this chapter shall take possession of the skateboard and/or roller skates, and the same shall be treated as follows:
A. 
First offense. The skateboard and/or roller skates shall be returned to the parent or guardian, and a summons shall be issued for a fine of $50.
B. 
Second offense. The skateboard and/or roller skates shall be returned to the parent or guardian, and a summons shall be issued for a fine of $100.
C. 
Third offense. The skateboard and/or roller skates shall be forfeited to the Township of Maplewood and destroyed by the Township of Maplewood after a period of three months from the date of the forfeiture.
