It shall be unlawful for any person, firm or corporation other than the Township of Maplewood or any of its agents, servants, employees or duly authorized contractors or other than any scavenger who has entered into an agreement with the owner or lessee of any real property for the collection of garbage or refuse to tamper with or to take or to remove or to convert to his or its own use in any way, shape, manner or form any of the contents from any public or private receptacle containing any papers, bundled newspapers and magazines which have been placed or deposited along, about or in the vicinity of any public highway, street, lane, driveway or alleyway for collection by the Township of Maplewood or its agents, servants or employees or duly authorized contractors or for collection by any scavenger who has entered into an agreement with the owner or lessee of any real property for the collection of garbage or refuse, and any person who violates this article shall be subject to the penalties hereinafter set forth.
Any person, firm, corporation or entity found guilty in the Municipal Court of the Township of Maplewood for violation of the terms of this article shall be subject to a fine of not more than $500 or imprisonment for a period not exceeding 90 days, or both.
