As used in this article, the following terms
shall have the meanings indicated:
Includes the residue of any material used as fuel for heating
or cooking purposes after combustion has taken place, broken or discarded
crockery, glassware, rags, broken furniture, household utensils, house
sweepings, bottles, tin cans, lawn cuttings, hedge trimmings, garden
weeds and growth, brush and dead leaves, but not building material
or fixtures, trees, earth, stones or industrial waste.
Includes the refuse of animal and vegetable matter which
has been used as food and all other household waste matter, exclusive
of ashes and refuse as herein defined.
A.Â
Any person who is a scavenger shall collect and transport
all ashes, rubbish, garbage and other collected material in motor-driven
trucks equipped with metal bodies to prevent any liquid matter from
dripping out on the pavement and which are constructed in a firm,
tight manner so as to eliminate unnecessary noise. All vehicles furnished
and used shall be subject to the approval at all times of the Township
Engineer and must be maintained in good working order and in a clean
and sanitary condition. The scavenger shall furnish a sufficient number
of trucks of ample power and capacity to carry out the collection
service, and the licensee shall always have at least one spare vehicle
available to make the collection in case of a breakdown. Trucks must
be completely covered with a heavy covering during transportation
from collection to disposal points.

Any material which spills off the truck, either during
loading or transporting, must be broomed up immediately so as to leave
the premises or streets in a clean condition, and failure to do so
will be considered a violation of this article, and the scavenger
shall be subject to the payment of a penalty as hereinafter specified.[1]

C.Â
The scavenger shall submit satisfactory evidence that
the place of disposal for ashes, garbage, rubbish and other collected
material is located outside the limits of the Township and that such
a site for disposal is guaranteed for the period of the license. The
scavenger shall also furnish satisfactory evidence of good character
and dependability.
D.Â
All ashes, refuse, garbage, waste materials, etc.,
defined herein shall be collected promptly, transported and disposed
of by the scavenger outside of the limits of the Township without
any liability whatever on the part of the Township, and all matter
so collected shall be removed from the Township in the same vehicle
or vehicles and shipped the same day as collected, and no part of
the content of one vehicle shall be transferred to another vehicle
within the limits of the Township.

This collection shall be made from the buildings of
persons desiring scavenger service within the municipality regardless
of the locations of the buildings with respect to the public street
or highway; subject to the provisions, however, that there shall be
only one place within each building from which collections shall be
made, and all lawn cuttings, hedge trimmings, garden weeds and growth,
brush and dead leaves shall be collected by the occupants of the premises
in question and placed in suitable containers in a convenient location
in the rear of the main building on the premises. The scavenger shall
not be permitted to place receptacles along the curb awaiting arrival
of trucks. The material must be carried directly from the premises
and dumped into the truck and all empty containers returned to their
proper places.

The scavenger shall maintain an office with telephone
connection and keep such office open with a competent person in attendance
daily, except Sundays and holidays, from 7:30 a.m. until 5:00 p.m.
and on Saturdays from 7:30 a.m. until 12:00 noon, to receive and transmit
to operators of the scavenger service complaints, notices and directions
from the Township Engineer and to see that such complaints, notices
and directions receive prompt and proper attention.
The scavenger service shall be subject to the
supervision of the Township Engineer and pursuant to further rules
and regulations drawn up by him and approved by the Township Committee,
which approval may be by resolution.
It shall be the duty of each scavenger whenever
so requested by any person or resident within the Township to call
for, remove or carry away from every dwelling, store, tenement, building
or other place all rubbish, garbage, ashes and other refuse matter
which may be placed in receptacles suitable for removal. No scavenger
or person employed under his authority shall neglect or refuse to
remove any such material which has been placed in receptacles for
removal, nor shall he molest or annoy any inhabitant or housekeeper
by improper words or behavior or disorderly conduct upon the premises
of such inhabitant or housekeeper. Every scavenger shall conduct his
business in the least offensive manner.
The Township Engineer is hereby designated by
the Township Committee as its agent to supervise and enforce the rules
and regulations of this article, but the Township Committee by resolution
may designate any other Township employee to perform the duties herein
delegated to the Township Engineer.

Any person who shall violate any of the provisions
of this article shall forfeit and pay a penalty of not less than $10
nor more than $50 for each and every offense.
