Whenever any animal shall be bitten by any animal infected or suspected
of being infected with rabies, the owner or person in charge of the animal
so bitten shall, accordingly as the Board of Health may order, either have
such animal destroyed or have it isolated, in a manner approved by the Board
of Health, for a period of six (6) months.
A.
Whenever a dog, cat or other animal shall have bitten
any person, the owner or person in charge thereof shall securely confine such
animal for the purpose of observation in such a manner and for such period
as may be designated by the Health Officer.
B.
No person shall destroy, sell, move or otherwise dispose
of any animal under observation as herein provided without a permit from the
Board of Health.
A.
Inoculation required. No person shall own or harbor any
dog within the township which is not inoculated against rabies, provided that
dogs which have not attained the age of seven (7) months or which do not possess
a permanent set of teeth shall not be required to be inoculated. It is further
provided that any dog may be exempt from the requirements of such inoculation
for a specific period of time by the Board of Health upon presentation of
a certificate from a veterinarian stating that because of infirmity or other
physical condition, the inoculation of the dog for the specified period of
time shall be inadvisable.
B.
Certificate and tag. Any person who owns, keeps or harbors
a dog shall procure for and cause to be securely fastened on the collar or
harness of the dog a suitable tag and shall obtain a certificate indicating
that the dog has been inoculated against rabies and the year of inoculation.
The inoculation shall be made by a duly licensed veterinarian of the State
of New Jersey or any other person permitted by law and approved by the Board
of Health. The vaccine used shall be of a type approved by the United States
Bureau of Animal Industry and the United States Public Health Service.
C.
Exceptions. This Article shall not apply to dogs in duly
licensed kennels, veterinarian hospitals, pet shops, dogs in transit or dogs
brought into the township temporarily for the sole purpose of showing in dog
shows or exhibitions.
