As used in this article, the following terms shall have the meanings indicated:
HANDICAPPED PERSON
A person who has been issued a special vehicle identification card by the Division of Motor Vehicles pursuant to the provisions of N.J.S.A. 39:4-205, when using a motor vehicle on which is displayed a certificate for which a special vehicle identification card has been issued pursuant to N.J.S.A. 39:4-206.
PARKING
The standing waiting of a vehicle not actually engaged in receiving or discharging passengers or merchandise unless in obedience to traffic regulations or traffic signs or signals.
PUBLIC BUILDINGS
Any school, hospital or other public buildings, shopping centers and business districts.
STOPPING AND STANDING
Any cessation of movement of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic control sign or signal.
A. 
Required parking spaces at public buildings.
(1) 
General requirements.
(a) 
With the adoption of this article, any owner of a new public building that is open to the public or to which the public is invited within the Township of Plainsboro shall provide no less than one handicapped parking space for the first 15 spaces of public parking available to it and one more for each additional 30 spaces. The handicapped parking spaces shall be conveniently located adjacent to the public building entrance.
(b) 
Prior to the designation of such handicapped parking spaces, the owner of the land and building shall be required to submit a location plan to the Traffic Safety Officer of the Township of Plainsboro for approval. Failure of the Traffic Officer to approve or deny the location plan within 15 days after receipt of such plan shall be deemed a plan approval.
(2) 
Specific requirements. The following areas shall be designated handicapped parking stall locations:

If the Traffic Safety Officer disapproves a plan, he shall notify the owner of the condition and premises, the Director of Public Safety and the Planning Department. Thereafter, the owner may either file a modified plan with the Traffic Safety Officer or file an appeal with the Director of Planning and Zoning. Upon review by the Director of Planning and Zoning, the original plan may be accepted, rejected or modified. If no resolution is achieved, the matter may be appealed to the Planning Board, which will hold a hearing on the matter. The Planning Board shall notify all parties and interests as to the date, time and place of hearing. Failure by the Planning Board to render a decision within 60 days of the appeal shall constitute an approval of the owner's proposed parking plan.
A. 
Handicapped parking spaces shall be identified with a clearly visible sign displaying the international symbol of the handicapped along with the wording "Handicapped Parking Only," otherwise known as "R7-8" by MUTCD.
B. 
Space locations will be as shown on the schedule which is made part of this article.[1] Each space shall be a minimum of 12 feet wide.

A. 
No person shall park a vehicle in any of the designated handicapped parking stalls in locations established herein, unless such person is transporting or is a physically handicapped individual. Any vehicle parked in a parking stall reserved for drivers which does not display the official state handicapped license plate or special identification stickers from the Division of Motor Vehicles shall be presumed to have been parked in such stall unlawfully.
No owner or operator of premises having parking spaces reserved for handicapped drivers, and no tenant, contractor or other person may block access to such parking stalls reserved for handicapped drivers by the plowing, piling or placement of snow or ice or any debris or other item in such spaces.

B. 
Any person violating the terms of this article shall, upon conviction thereof, be subject to a fine of $100 for the first offense and minimum fine of $100 and up to 90 days' community service for any subsequent offenses.
