Pursuant to Chapter 367 of the Laws of 1968,[1] there is hereby created the position of Township Administrator.

The Township Administrator shall be appointed by and shall serve at the pleasure of the Township Committee; and in all of his duties and responsibilities hereinafter described, he shall serve under the direction of the Township Committee. The Township Committee, in its discretion, shall enter into a written agreement for a period not to exceed three years with the Township Administrator.

The Township Administrator may be removed, with or without cause, by a two-thirds vote of the Township Committee, pursuant to state law. The resolution of removal shall become effective three months after its adoption; provided, however, that the Township Committee may provide that removal shall have immediate effect. In such event, the Township Committee shall cause to be paid to the Administrator, forthwith, any unpaid balances of his salary and his salary for the next three calendar months following adoption of the resolution. In the event that a resolution of removal is adopted prior to April 1 of any calendar year, the Township Committee shall cause to be paid to the Township Administrator the unpaid balance of his salary for an additional six months following the adoption of the resolution.
The Township Administrator shall be appointed on the basis of his executive and administrative abilities and qualifications, with special regard to education, training and experience in governmental affairs.
The Township Administrator need not be a resident of the Township of Rochelle Park.
The Township Administrator shall be the chief administrative officer of the Township of Rochelle Park and shall be responsible to the Township Committee for the proper and efficient administration of the affairs of the township. The Township Administrator shall be responsible for the general management of all township business, excepting therefrom those duties and responsibilities conferred upon other officials by law.
The Township Administrator shall supervise and direct the affairs of all departments, including centralized purchasing, insurance and other services, and the employment and replacement of personnel as may be required in all departments.
The Township Administrator shall serve as personnel officer of the township and shall be responsible for enforcement of the personnel policy of the township.
The Township Administrator shall prepare and submit to the Township Committee, on or about February 1 of each year, a proposed budget for the next fiscal year, together with an explanatory budget message. In preparing the proposed budget, the Administrator shall obtain from the head of each department, agency, board or officer estimates of revenues and expenditures and such other data as may be required for the preparation of the budget.
The Township Administrator shall be responsible for the administration of the budget after its adoption by the Township Committee and implementation of any work programs contained in the budget.
The Township Administrator shall execute and enforce the laws of the State of New Jersey and ordinances and resolutions of the Township of Rochelle Park in such manner as the Township Committee may prescribe.
The Township Administrator shall attend all meetings of the Township Committee and such other meetings as may be assigned, from time to time, by the Township Committee.
The Township Administrator shall keep the Township Committee fully informed as to activities of all boards, commissions and committees.
The Township Administrator shall keep the Township Committee informed as to the conduct of township affairs and shall submit regular reports as the Township Committee shall request. The Township Administrator shall make such recommendations to the Township Committee as are deemed necessary and advisable for the general welfare of the township.
The Township Administrator shall supervise the work of consultants retained by the Township Committee, such as the Township Engineer, planning consultants and others, and shall keep the Township Committee fully informed as to the work of such consultants.
The Township Administrator shall attend to the letting of contracts and shall supervise the performance and faithful execution of the same, except insofar as such duties are expressly imposed upon some other township officer by statute.
The Township Administrator shall see that all moneys owed to the township are promptly paid and that proper proceedings are taken for the security and collection of all the township's claims, except for the collection of taxes or other fees as required by law.
All resident complaints regarding services or personnel of the township shall ultimately be referred to the Township Administrator. The Township Administrator, or an officer designated by the Township Administrator, shall investigate and dispose of such complaints. A written record of any such complaints and the action taken in response thereto shall be maintained, and monthly reports shall be given to the Township Committee.
The Township Administrator shall have the authority and responsibility to supervise the administrative functions, but not the professional operation, of all departments of the government of the township. The Township Administrator shall report to the Commissioner of each such department and to the Township Committee. The Commissioner of each department shall disseminate orders and/or policy decisions of the Township Committee to the Township Administrator.
The Township Administrator shall be responsible for the compiling, editing, dissemination and release of official information concerning the township.
The Township Administrator shall act as a liaison with other municipalities and county, state and federal agencies and shall advise the Township Committee of all aid programs available and advantageous to the township.
Except for the purpose of inquiry, the Township Committee shall deal with the administrative service solely through the Township Administrator, and neither the Township Committee nor any of its committees shall give orders, publicly or privately, to any subordinates of the Township Administrator.

The Township Administrator shall devote his or her entire time and effort to the performance of his or her duties and functions and shall not engage in any other occupation or employment while employed by the Township of Rochelle Park. Nothing herein shall prevent the Administrator from being appointed Township Treasurer or Acting Treasurer. Outside occupations are prohibited unless the Township Committee consents to allow such work to be performed by the Administrator. It is understood that said outside activities by the Administrator shall be outside the normal working hours and shall not interfere with his or her obligations to the Township of Rochelle Park.
