A Length of Service Awards Program (LOSAP) is herewith created in accordance with Chapter 388 of the Laws of 1997[1] to reward members of the volunteer fire-fighting and Ambulance Corps. for their loyal, diligent and devoted services to the residents of the Township of Rochelle Park.

The LOSAP shall provide for fixed annual contributions to a deferred-income account for each volunteer member who meets the criteria set forth below; that such contributions shall be made in accordance with a plan that shall be established by the Township of Rochelle Park pursuant to P.L. 1997, c. 388; and that such plan shall be administered in accordance with the laws of the State of New Jersey, the United States Internal Revenue Code, and this chapter.
The LOSAP shall provide for annual contributions to each eligible member who meets the criteria as follows:
A. 
Achieves minimum service levels to be eligible for an annual contribution.
B. 
Five years of service are required for vesting.
C. 
The annual contribution shall be $600 per eligible member for fire-fighters and $750 per eligible member for Ambulance Corp.
A. 
The LOSAP shall provide for contributions, as credit for no more than one year of prior services for each eligible volunteer in accordance with the following schedule:

B. 
The total allowance, including retroactive compensation, shall not exceed $1,150 per person per year and shall include volunteer membership and participation in the Rochelle Park Fire Department and Volunteer Ambulance Corp.
The estimated cost of the program has been calculated as follows:
A. 
For regular annual services of fire fighters at $600 per member, the total Department cost is $30,000 per year.
B. 
For regular annual services of Ambulance Corp. members at $750 per member, the total Department cost is $11,250 per year.
C. 
Fifty fire fighters and 15 Ambulance Corp. members.
D. 
For contribution for one prior year of service: $80,000 estimated for five years.
Each active volunteer member shall be credited for one year of volunteer service provided to the Volunteer Fire Department/Ambulance Corps. in accordance with the following schedule:

This chapter shall not take effect unless it is approved by voters as a public question at the November 6, 2001, general election.[1] If approved by voters, it shall be effective January 1, 2002.
