The Multiple Dwelling Review Board shall make studies and investigations,
conduct hearings, review complaints relative to rental charges and services
and attempt to resolve amicably any and all disputes between landlords and
tenants.
When the Multiple Dwelling Review Board believes that such action would
assist in furthering the resolution of a dispute, the Board may recommend
a fair rental, based upon its investigations, studies and hearing, and may
publicize its findings. The Board shall consider the following when determining
fair rent figure:
A.
Rents for similar accommodations within the same multiple
dwelling or complex of housing.
B.
Rents for similar dwelling units in the same area or
in other similar areas of the municipality.
C.
The physical condition of the premises and the nature
and extent of services actually provided by the landlord.
D.
The cost of providing the rental service, as presented
by the landlord.
E.
Recent variations in cost of providing rental services.
F.
Recent increases or decreases in the nature or amount
of services provided by the landlord.
The Board shall hold meetings on at least one occasion each month. Said
meeting shall be held on the evening designated by the Board at its first
regular meeting.
The Secretary shall prepare minutes of each meeting and submit a copy
of said minutes, along with a monthly report of the Board's activities, to
the Township Committee.
