There is hereby established and fixed a schedule of fees and charges for services rendered by the Police Department of the Township of Rochelle Park, as follows:
A. 
Copy of any report or record form: $3.
B. 
Each individual set of fingerprints consisting of from one to three cards taken for the benefit of other than law enforcement or governmental agencies: $10 per set.

C. 
Letters attesting to length of residence, character, criminal record check and the like: $15 per copy.

D. 
Each police photograph: $10 each.

Photocopies of police reports.

(1) 
The following fees will be charged for photocopying of all police reports from the Rochelle Park Police Department:
(a) 
If a citizen appears in person for a copy of an accident report:
[1] 
First page to 10th page: $0.75 per page.
[2] 
Eleventh page to 20th page: $0.50 per page.
[3] 
All pages over 20: $0.25 per page.
(b) 
If copies are requested other than in person, the following fee will apply (accident or case report):

First three pages: $5.
[2] 
Each additional page thereafter: $1 per page.
(c) 
Any rule, regulation, resolution or ordinance which establishes a fee in excess of these amounts is automatically superceded by state law N.J.S.A. 39:4-131.1.
(2) 
The above fee schedule applies to public records only. This does not create a right of citizens to have investigatory reports.

The Chief of Police or his designee shall be responsible for the collection of the aforesaid fees and shall maintain an accurate accounting thereof and shall turn these funds over to the Township Treasurer as prescribed by state requirements. The Township Treasurer then shall present a monthly accounting report to the Township Committee.

A. 
Police services. Members of the Police Department shall be available for services as traffic direction or security personnel for private contractors only at such time as will not interfere with the efficient performance of regularly scheduled or emergency duty for the Township, with the approval of the Chief of Police. The applications for such services shall be made in writing to the Chief of Police. The application by the private contractor shall set forth pertinent information concerning the type of work to be engaged in, the name and address of the prospective private contractors and the estimated duration of such service. The application for such services shall be reviewed by the Chief of Police to determine if there is any reasonable probability that such outside employment will interfere with a member’s performance or compromise a member’s position with the Township through a conflict of interest or if there is any reasonable probability that the particular service requested would reflect unfavorably upon the policeman involved or upon the Police Department.
B. 
Payment.
(1) 
Upon receipt of an application for such services and approval of same by the Chief of Police, the private contractor shall execute a “private contractor’s agreement for police coverage in the form provided by the Township which shall provide, inter alia, for the private contractor to pay to the Treasurer of the Township a certain amount in cash, check or money order as is set forth herein or as may be fixed from time to time by resolution of the Township Committee as compensation for such services.
(2) 
The rate of compensation to the Township shall be determined based upon the hourly rate of pay for the particular officer assigned to this duty together with an additional 20% surcharge of the total amount billed to cover administration, insurance, equipment and other related costs. All traffic and security details that shall require the use of a police vehicle as determined by the Chief of Police or his/her designee will also be charged a fee of $20 per hour, in addition to the fees outlined above.

C. 
Escrow. An escrow for the estimated cost of police services shall be paid to the Treasurer of the Township in accordance with the police services anticipated, as identified in the application, before any work on the proposed project shall begin.
D. 
In the event that the compensation for police services exceeds the escrow mentioned, then the Police Chief shall prepare and submit an invoice to the Chief Financial Officer, who in turn shall submit the same to the private contractor, accounting for the total cost for such off-duty work supplied, which amount shall be paid in full within 15 days of receipt by the private contractor.
E. 
Secondary service provider.

(1) 
The Township may choose to utilize a secondary service provider to administrate and perform the above actions related to the off-duty employment process. Those actions include, but are not limited to: communicating with said person or company to schedule off-duty "jobs," scheduling the officers for the said jobs, invoicing person, or company, and receiving escrow and or payment from person or company in a matter set forth by the secondary service provider.
(2) 
The secondary service provider may charge an additional fee for services that is above and in addition to the fee structure stated and shall utilize business-type collection rules as set forth in the contract between the Township and the secondary service provider. The secondary service provider will reimburse the Township via ACH or other funds transfer methods, according to the fees set forth above, due to the Township and officer, in a timely manner, usually coinciding with payroll periods for "jobs" that the officers have performed or were scheduled for, in accordance with the above listed rules of employment between the Township and person(s) or company seeking services.
Notwithstanding the aforementioned provisions and fees, at no time shall a fee be charged for the above-described services to any governmental agency.
