The following regulations are hereby established pursuant to Chapter 151 of the Laws of 1941 of the State of New Jersey:[1]
A. 
Any person who shall own, keep or harbor a dog of licensing age shall, in the month of January 1942 and annually thereafter, apply for and procure from the Registrar to the Board of Health a license and official metal registration tag for each such dog so owned, kept or harbored and shall place upon such dog a collar or harness with the registration tag securely fastened thereto.

B. 
The persons applying for the license and registration tag shall pay the fee of $8.80 for each dog license and the sum of $1 for the registration of each dog and an additional sum of $0.20 to be used for the pilot clinic as required by law (P.L. 1983, c. 181[2]) and, for each annual renewal, shall pay the same fee for the license and registration tag as for the original license and tag. However, if the person applying for said dog license cannot furnish proof that the dog has had its reproductive capacity permanently altered through sterilization, then and in that event there shall be an additional surcharge licensing fee as mandated by the State of New Jersey (P.L. 1983, c.172[3]) in the amount of $3 per dog. Said license, registration tag and renewal shall expire on the last day of January of each year.

C. 
License forms and uniform official metal registration tags designed by the State Department of Health shall be issued and shall be numbered serially and shall bear the year of issuance and the name of the Township of Rochelle Park.
D. 
The owner of any newly acquired dog of licensing age or of any dog which attains the licensing age, as in said Act provided, shall make application for license and registration tag for such dog within 10 days after such acquisition or age attainment. Said application shall contain the information as in said Act required.
E. 
The Municipal Clerk to the Board of Health shall forward to the State Department of Health each month, on forms furnished by the State Department, the information contained in said application.

F. 
Registration numbers shall be issued in the order of the application.
G. 
License fees collected or received under the provisions of this article, except registration tag fees, shall be received and disposed of in the manner provided in said Act.
H. 
The Chief of Police of the Township of Rochelle Park shall promptly after February 1, 1942, and annually thereafter cause a canvass to be made of all dogs owned, kept or harbored within the limits of the township and shall cause a report of the result thereof to be filed with the Municipal Clerk to the Board of Health in the manner and form required by said Act.

I. 
The Chief of Police of the Township of Rochelle Park shall cause the provisions of said Act to be enforced as therein provided.
J. 
Should any person who owns, keeps or harbors a dog which is required to be licensed pursuant to township ordinance fail to obtain a license by January 31, there shall be included in the cost of said license fee a late charge of $5. Should a license not be obtained before February 15 of a given year, then a summons will be issued which will require the applicant to pay not only the cost of the license but a fine in the amount of $45 plus court costs for each violation. Said summons may be paid through the Violations Bureau of the Municipal Court.

K. 
Should a dog be classified as potentially dangerous pursuant to N.J.S.A. 4:19-17 et seq., the owner thereof shall be required to pay the sum of $700 per year for the continuing licensing of the potentially dangerous dog.
