Commencing January 1, 1970, and thereafter, annually, no retail food establishment licenses shall be issued unless the following regulations are complied with:
A. 
The owner and/or manager of a retail food establishment and/or his designated representative applying for a retail food establishment license must register for and successfully complete a general course of instruction in sanitation, personal hygiene, food poisoning, dishwashing procedures, germs, insects and rodents and other related health matters. This course, known as the "food service and sanitation course," consists of a minimum of one three-hour session under the direction of the Rochelle Park Board of Health. The designated representative referred to above must be certified to be a supervisor of employees of the food establishment.

B. 
If unable to attend this township's food service and sanitation course, the person or persons referred to in Subsection A may attend other municipalities' comparable food service and sanitation courses. Permission for such attendance shall be granted upon written request to the Rochelle Park Board of Health.

C. 
A period of time for compliance with this article may be allowed by the Rochelle Park Board of Health for newly established owners who apply for a retail food license after January 1 of each year.
