The subdivider shall be responsible for the installation of the following improvements. The Planning Board may relieve the subdivider of responsibility for such portions of the installation for which the Town Board, appropriate district or other public authority shall have, by resolution, indicated its intention to install.
All monuments shown on the preliminary plat shall be located and installed under the direction of a licensed land surveyor, who shall certify to their location. Monuments shall be as follows:
A. 
Plat and block. Permanent reference monuments shall be placed at all block corners, angle points and points of tangency, and not less than four per block. They shall be of durable stone or precast concrete, not less than four inches square at the top and six inches square at the bottom and at least 24 inches in depth, with surface edges beveled; or such other standard as may have been established by the Town Board.
B. 
Lot corners. All lot corners shall be located with a metal pin, not less than 3/4 of an inch in diameter and 30 inches in length, located in the ground to finished grade.
C. 
Existing monuments. Any existing monuments disturbed during construction shall be relocated in the same manner as provided for a new monument.
A. 
Any central water supply and fire hydrants, as required on the approved preliminary plan, shall be installed in accordance with the requirements of the appropriate Town water district.
B. 
Sewers. Any required central sewer system shall be installed as shown on the approved preliminary plat in accordance with specifications of the appropriate sewer districts and the County Health Department. No stormwater shall be permitted to enter sanitary sewers.
All storm drainage facilities and improvements to existing natural channels and facilities shall be installed as approved on the preliminary plat and to Town standards. All such facilities shall be inspected and approved by the Town Highway Superintendent. Any pipe, culvert or other structure to be covered must be inspected and approved prior to coverage. Any required seeding, sodding or other erosion control measures must be performed in accordance with Town standards and to the approval of the Highway Superintendent.
All new streets required in the approved preliminary plan and any required improvement in existing streets shall be installed to Town standards and under the supervision of the Town Highway Superintendent. All required appurtenances, including drainage facilities, utilities, curb, sidewalk and street name standards, as required by this chapter, Town standards and the approved plats shall be installed according to the standards, procedures and policies of the Town and the Highway Superintendent. Final inspection shall be performed by the Highway Superintendent in association with the Town Engineer, who shall submit signed inspection statements to the Town Board.
Any required street trees shall be installed and a suitable one-year replacement guaranty filed with the Superintendent of Highways.
The subdivider shall furnish a performance bond or cause a deposit sufficient to cover the full costs of the construction of such utility and street improvements as may be required by the Planning Board in accordance with § 277 of the Town Law. Such bond or deposit is to be satisfactory in form to the Town Attorney. The subdivider may install such utility and street improvements at his own expense or, in the alternative, may secure the formation of a special district to install such utility and street improvements pursuant to the laws of the state.
