The office of Township Manager is hereby created for the Township of Brighton, subject to the right of the Board of Supervisors, by ordinance, at any time to abolish such office.
The Board of Supervisors shall appoint, by a majority vote of its members, one person to fill the office of Township Manager, who shall serve until his successor is appointed and qualifies. The Board of Supervisors retains the right, by a majority vote of its members, to declare the office vacant and remove the Township Manager from office.
The Township Manager shall be chosen solely on the basis of his executive and administrative abilities, with special reference to his actual experience in or his knowledge of accepted practices in respect to the duties of the office as prescribed by the Board of Supervisors and this chapter. The Township Manager need not be a resident of Brighton Township or of the Commonwealth of Pennsylvania at the time of his appointment, but as soon as possible thereafter, he shall become, and during his tenure as Township Manager shall remain, a resident of Brighton Township.
Before entering upon his duties, the Township Manager shall file with the Board of Supervisors a corporate surety bond to Brighton Township in the amount of $10,000, conditioned upon the faithful performance of his duties. The premium for this bond shall be paid by Brighton Township.
The Township Manager shall be the chief administrative officer of Brighton Township, and he shall be responsible to the Board of Supervisors for the proper and efficient administration of the affairs of Brighton Township. His powers and duties shall relate to the general management of all township business not expressly imposed or conferred upon other township officers by statute or by express direction by the Board of Supervisors.
Subject to recall by ordinance, the powers and duties of the Township Manager shall include the following:
A. 
He shall supervise and be responsible for the activities of all municipal departments, except such departments the supervision of which shall not have been delegated to the Manager by the Board of Supervisors.
B. 
He shall recommend the hiring of employees and, when he shall deem it necessary for the good of the township, recommend the suspension of employees to the Board of Supervisors, but the right to discharge any employee shall remain solely within the authority of the Board of Supervisors.
C. 
He shall assist in the preparation and submission to the Supervisors before the close of the fiscal year, or on such alternate date as the Supervisors shall determine, a budget for the next fiscal year and an explanatory budget message. As a part of his assistance in the preparation of the budget, the Manager shall obtain from the head of each department, agency, board or officer estimates of revenues and expenditures and other supporting data as he requests. The Manager shall review such estimates and may revise them before they are incorporated in the budget.
D. 
He shall be responsible for the administration of the budget after its adoption by the Supervisors.
E. 
He shall, under the direction of the Supervisors, execute and enforce the laws of the commonwealth and ordinances, resolutions and regulations of the township.
F. 
He shall attend all meetings of the Board of Supervisors and of its committees, with the right to take part in the discussion, and he shall receive notice of all special meetings of the Board and of its committees.
G. 
He shall keep the Board informed as to the conduct of township affairs; submit periodic reports on the condition of the township finances and such other reports as the Board shall request; and shall make such recommendations to the Board as he deems necessary.
H. 
He shall submit to the Board, as soon as possible after the close of the fiscal year, a complete report on the financial and administrative activities of the township for the preceding year.
I. 
He shall attend to the letting of contracts in due form of law, and he shall supervise the performance and faithful execution of the same except insofar as such duties are expressly imposed upon some other township officer by statute.
J. 
He shall see that all money owed the township is promptly paid and that proper proceedings are taken for the security and collection of all township claims.
K. 
He shall be the Purchasing Officer of Brighton Township and he shall supervise and coordinate, in accordance with the provisions of the Second Class Township Code,[1] the purchase of all supplies and equipment for the various agencies, boards, departments and other offices of the township as authorized by the Board of Supervisors in its annual operating budget. He shall keep an account of all purchases and shall periodically, or when directed by the Board of Supervisors, make a full written report thereof.

L. 
He shall perform such other duties and fill such other offices as may be required by the Board of Supervisors not inconsistent with the Second Class Township Code or other statutes or ordinances of Brighton Township.
In case of illness or absence of the Manager from the township, the Board of Supervisors shall designate a qualified individual to perform the duties of the Manager during his absence or disability.
