A. 
A park and recreation board, to be known as the "Brighton Township Park and Recreation Board," is hereby established.
A. 
The Park and Recreation Board shall be comprised of nine members who shall be residents of Brighton Township and who shall be appointed by the Board of Supervisors. All members of the Board shall serve without compensation but may be reimbursed for necessary and reasonable expenses as may be approved by the Board of Supervisors.
B. 
The term of each of the members of the Board shall be for five years or until their successors are appointed, except that the members of the Board first appointed shall be appointed for such terms that the term of not more than two members shall expire annually thereafter.
C. 
All persons appointed shall serve their full terms unless they voluntarily resign or are removed by the Supervisors for dereliction or neglect of duty, malfeasance, misfeasance or nonfeasance in office or for other just cause by a majority vote of the Board of Supervisors.
D. 
The office of any member of the Board who shall fail to attend three consecutive meetings of the Board without just or good cause may be declared vacant by the Board of Supervisors.
E. 
The Chairman of the Park and Recreation Board shall promptly notify the Board of Supervisors concerning vacancies in the Board, and such vacancy shall be filled by the Board of Supervisors for the unexpired term.
F. 
Vacancies in the Board occurring otherwise than by expiration of term shall be filled by appointment for the unexpired term, in the same manner as original appointments.
A. 
The members of the Board shall elect their own Chairman and Secretary and select and create and fill such other offices as they may determine. Officers shall serve annual terms and may succeed themselves in the same office.
B. 
The Board may adopt and alter bylaws, rules and regulations to govern its procedures consistent with ordinances of Brighton Township and the laws of the commonwealth.
C. 
The Board shall hold regular meetings at such times and places as it may designate and shall advise the Board of Supervisors of such scheduled meetings.
A. 
The Board shall keep and maintain on file a full record of its business and actions. All records and files shall be considered the property of the Board of Supervisors.
B. 
The Board shall make a written report annually by March 1 to the Board of Supervisors. Said written report shall include a report of its activities, an analysis of community recreation areas, facilities and leadership, with particular reference to the extent and adequacy of the programs and effectiveness in view of public expenditure involved and the public needs to be met.
C. 
The Board shall promote public interest and participation in, and understanding of, the recreation areas and facilities of the Township.
D. 
The Board shall hear and decide upon requests for use of Township recreational facilities which the Board of Supervisors has placed under the jurisdiction of the Board, with priority concern given to residents of the Township. The Board shall, from time to time, make rules and regulations governing the operation and conduct upon the recreation facilities under the jurisdiction of the Board. Said rules and regulations shall, at a minimum, include any requirements established by the Board of Supervisors.
E. 
The Board shall, upon its own initiative or upon request of interested parties, review new recreation events or program proposals and make recommendations to the Board of Supervisors regarding their implementation.
F. 
The Board shall, upon its own initiative or upon requests of interested parties, evaluate improvements or additions to recreation programs or facilities.
G. 
The Board shall inspect Township parks and recreation facilities annually and make a written report and recommendations to the Board of Supervisors regarding the condition of the facilities.
H. 
The Board shall submit a written budget recommendation to the Board of Supervisors annually by October 1. Said budget recommendation shall include recommended improvements to parks and facilities and/or the purchase of equipment. The Board shall have no authority to enter into any contract or incur any obligation binding upon the Township.
I. 
The Board shall review and make recommendations upon any matter referred to it by the Board of Supervisors.
