A. 
Act 177 of 1996, 53 Pa.C.S.A., provides for intergovernmental cooperation within the Commonwealth of Pennsylvania. Act 177 of 1996, 53 Pa.C.S.A. § 2302 et seq., also requires that all municipalities wishing to join an intergovernmental cooperation organization do so by ordinance.
B. 
The Council of the Borough of Brookville hereby approves membership in the Greater Jefferson Area Council of Governments.
C. 
The Borough of Brookville desires the Greater Jefferson Area Council of Governments to administer Act 45, the Uniform Construction Code,[1] and any other issues for which it may be expedient for the Greater Jefferson Area Council of Governments to expedite.

No action undertaken by the Greater Jefferson Area Council of Governments which creates a legal obligation, whether it be contractual, financial or otherwise upon a member municipality, shall be binding upon the Borough of Brookville unless and until its Borough Council ordains, resolves or otherwise enacts the actions recommended by the Greater Jefferson Area Council of Governments according to the procedure set forth in the Borough Code and laws of the Commonwealth of Pennsylvania.
This agreement will be in effect until repealed by the Borough of Brookville, and shall be in accordance with the bylaws of the Greater Jefferson Area Council of Governments with regard to withdrawal.
A. 
The Greater Jefferson Area Council of Governments shall assist the Borough of Brookville individually or collectively to execute their governmental responsibilities in as efficient and responsible a manner as possible, further, that the Greater Jefferson Area Council of Governments shall undertake such other projects/programs/activities related to the Borough of Brookville as the General Assembly may direct, subject to the provision of § 13-2 hereof.
B. 
The Greater Jefferson Area Council of Governments shall be empowered to enter into contracts for policies of group insurance and employee benefits, including Social Security, for its employees.
The Greater Jefferson Area Council of Governments shall be financed by allocations received from member municipalities and/or by funds donated by public and/or private sources.
The Greater Jefferson Area Council of Governments shall be the agent for the Borough of Brookville in matters pertaining to this agreement; that a legislative officer of each municipality be a representative of the Greater Jefferson Area Council of Governments, there shall also be appointed an alternate(s) from absence; and that the officers of the Greater Jefferson Area Council of Governments be authorized to act as they deem necessary, in accordance with its bylaws; subject to the provisions of this chapter.
The real or personal property necessary to implement this agreement shall be acquired, managed and disposed by the Greater Jefferson Area Council of Governments, in accordance with the bylaws of the Council of Governments and any law(s) or contract(s) that apply.
The bylaws of the Greater Jefferson Area Council of Governments are attached hereto and made a part hereof and are hereby approved.[1]
