A. 
David Brearley High School.
(1) 
No person shall park a vehicle at any time upon any of the roadways, parking lot and grounds of David Brearley High School, except in designated areas, between the painted lines as shown on the sketch attached hereto as Schedule A and incorporated herein and made a part of this schedule.[1]

(2) 
The use of this parking lot shall be limited to the students and employees of David Brearley High School and all authorized visitors, and all motor vehicles shall be properly identified. The Board of Education of the Borough of Kenilworth may make, modify and repeal rules and regulations providing for the proper identification of all authorized motor vehicles.
(3) 
No person shall move a vehicle upon the roadway, parking lot and grounds except on the paved portion of the roadway of the David Brearley High School and except in the direction as shown on the sketch attached hereto as Schedule A and incorporated herein and made part of this chapter.[2]

B. 
Public Library.
(1) 
No person shall use or park any motor vehicle in the municipal parking lot adjacent to the Kenilworth Free Public Library except in designated areas and between the painted lines as shown on the sketch attached hereto as Schedule A and incorporated herein and made part of this chapter.[3]

(2) 
The use of this municipal lot shall be limited to the patrons and employees of the Kenilworth Free Public Library, and all motor vehicles shall be properly identified. The Kenilworth Free Public Library may make, modify and repeal rules and regulations for the identification of the motor vehicles of its patrons.
C. 
Municipal parking lots.
(1) 
The municipal parking lots now or hereafter acquired or established by the Borough of Kenilworth shall be under the supervision of the Chief of Police.
(a) 
The Police Chief may designate areas deemed as “public safety areas only designated vehicles and duly authorized personnel permitted.”

(2) 
The municipal parking lot consisting of all or parts of Lots 23, 24, 25A, 36, 37 and 38, between North 21st Street and North 22nd Street, is hereby designated Parking Lot No. 1.
(a) 
No person shall park a vehicle in Parking Lot No. 1 for more than two consecutive hours between the hours of 7:00 a.m. and 7:00 p.m., Monday through Friday.

(3) 
The municipal parking lot consisting of all or part of Lots 5, 6, 7, 8 and 9, in Block 108, and Lots 1, 2, 3, 41 and 42, in Block 114, and located at the easterly side of South 21st Street, between Boulevard and Newark Avenue, is hereby designated as Parking Lot No. 2.
(a) 
No person shall park a vehicle in Parking Lot No. 2 between the hours of 2:00 a.m. and 5:30 a.m.
(4) 
The municipal parking lot consisting of Lots 25, 26, 27 and 28, in Block 109, and located at the intersection of Boulevard and South 23rd Street, is hereby designated as Parking Lot No. 3.
(a) 
The spaces located along the southerly line of Parking Lot No. 3 are reserved for officers and employees of the Borough of Kenilworth, and no person shall park a motor vehicle in said spaces who is not an officer or employee of the Borough of Kenilworth.
(b) 
The remaining spaces in said parking lot are reserved for persons engaged in activities at the Municipal Building, and no person shall park a motor vehicle in said spaces who is not engaged in activities at the Municipal Building.
(c) 
No person other than an officer or employee of the Borough of Kenilworth shall park a motor vehicle in Parking Lot No. 3 for more than two consecutive hours.
(d) 
No person shall park a vehicle in Parking Lot No. 3 between the hours of 2:00 a.m. and 5:30 a.m.
(5) 
The municipal parking lot consisting of all or parts of Lots 22, 23 and 28, in Block 110, and located along the west side of South 24th Street, is hereby designated as Parking Lot No. 4.
(a) 
Restrictions. Parking on Lot 4 shall be limited to persons engaged in activities or business in the Recreation Building or the Borough Hall facilities. Upon the completion of such business or activity, the owner and/or operator of the vehicle shall promptly remove the vehicle from the lot.

(6) 
The municipal recreation area consisting of Lots 1 through 13 inclusive and Lots 48 through 60 inclusive in Block 172 and located on the eastern side of Michigan Avenue opposite Passaic Avenue is hereby designated as DiMario Playground.

(a) 
No person shall park a vehicle in DiMario Playground.
(7) 
Spaces reserved for handicapped persons.

(b) 
No person shall park a vehicle in any space hereafter set aside for the physically handicapped who is not physically handicapped or using such vehicle for the conveyance of a physically handicapped person.
(8) 
General restrictions.
(a) 
No person shall park any vehicle in any municipal lot so as to occupy more than one designated parking space.
(b) 
No person shall park any vehicle in any municipal parking lot except in the designated parking spaces.
(9) 
The Police Chief shall see that appropriate signs are posted or painted so as to afford notice to the provisions of this schedule.
(10) 
Any person violating any provision of this schedule shall be punished by a fine not to exceed $51.

(11) 
This schedule shall take effect upon final passage and publication in accordance to law.

In accordance with the provisions of § 190-9, trucks over 7,800 pounds registered gross vehicle weight (RGVW) are hereby excluded from all Borough streets, except those listed in § 190-40; provided, however, that the restriction shall not prohibit travel over such streets for the purpose of pickup and delivery from a location on such street in the normal course of business.
