No person shall conduct himself in an indecent
and disorderly manner, nor use profane, indecent, obscene or insulting
language in any public way or place or near any dwelling house, nor
commit any wanton or willful act on or about the premises of any person,
with intent to annoy or disturb any inhabitant.
