All departments of the City shall, to the extent
authorized by law and unless otherwise expressly provided therein
or by this chapter or other ordinances of the City, be operated pursuant
to the ordinances and regulations established herein for the City
and under the general supervision of the Mayor as the chief administrative
officer of the City.
The Mayor and City Council may create and, to
the extent permitted by law, thereafter abolish, modify or consolidate,
from time to time, such administrative, regulatory or advisory boards,
commissions and agencies as shall be necessary or desirable to assist
in the performance of such functions as shall be appropriate to the
City or in its behalf. Such boards, commissions or agencies shall
be established by resolution, except where an ordinance is required
by law or where the City Council shall otherwise determine, and such
ordinances shall be incorporated as part of this chapter.

The department head responsible for the administration
of any provision of this chapter or other ordinance of the City is
hereby authorized to promulgate regulations relating thereto, provided
that the same shall be in writing and shall be filed with the City
Clerk, the Mayor and the City Council prior to the effective date
thereof.

Regulations of subject matter within the exclusive
jurisdiction of the respective boards, commissions and agencies of
the City shall not become effective until approved by such board,
commission or agency and, where required by law, the Mayor.

No such rule or regulation as aforesaid shall be in
conflict with the provisions of this chapter or other ordinances of
this City or any statute of the state.
D.Â
Nothing in this section shall be construed as repealing
any other requirement for the promulgation of any regulation of the
City expressly set forth in this chapter or any other ordinance. Copies
of such regulations shall be available during normal business hours
for inspection by members of the public at the office of the department
to which the regulations relate and at the office of the City Clerk.
Persons duly appointed to any office established
by this chapter or other office established by other ordinances of
the City shall be deemed City officers and, unless expressly provided
to the contrary, shall serve for a definite term, coterminous with
the term of the Mayor.

Any public building or premises owned by the City
which shall be subject to the control of any board, commission or
agency shall be utilized only in conjunction with the work of such
board, commission or agency or such other proper purpose as such board,
commission or agency may authorize in accordance with regulations
established therefor. Any permit issued therefor shall be signed by
the president or chairman of the board, commission or agency or by
such other official designated by formal resolution of such board,
commission or agency.

Any public building or premises owned or under the
control of the City, not otherwise entrusted by statute or ordinance
to any board, commission or agency, shall be utilized only by authorized
City personnel for City business, unless the Mayor shall issue a permit
for use thereof in accordance with regulations promulgated by the
Mayor.

Every department head shall attend City Council
committee and regular meetings. In the event that the department head
is unable to attend these meetings, he shall designate someone from
his department to attend in his absence.
