There is hereby established a Department of Electronic Data Processing, which Department shall be in charge of the collation, processing, storing and dispensing, as requested by other departments and officials, of information and data relating to various City operations, functions and services.

The Department shall be under the general direction and supervision of the Mayor and shall be under the immediate charge of a director whose title shall be "Director of Data Processing." The Director shall be a person qualified by experience and training in the operation of such data processing equipment as the City shall own, utilize or lease and the necessary programming and administration attendant thereto.
The Mayor shall by regulation from time to time designate such phases of the City's operation and the data, information and recordkeeping attendant thereto as shall be transferred from manual to automatic operation; provided, however, to allow for orderly transition, that certain phases thereof may be operated on both a manual and automatic basis. Such phases as are designated for automatic processing shall thereafter, until otherwise changed and to that extent, be under the jurisdiction of the Department of Electronic Data Processing.
The Department shall have such additional personnel as may be provided for by budget and set forth in the Salary Ordinance of the City.

The Director, with the approval of the Mayor, may establish such regulations for the Department as may be necessary to permit the accumulation of data, assemblage of records and programming of the same and the dispensing and distribution of payrolls, notices or other information, data, documents or instruments as required in the performance of its duties.
The Department, with the approval of the Mayor, may enter into such agreements as may be required with independent or autonomous agencies of the City to perform data processing functions, and the terms thereof and method of compensation therefor shall be incorporated in any such agreement.
