There is hereby established a Department of Economic Development which shall be under the direction and supervision of the Director of Economic Development.
The office of Director of Economic Development is hereby established. The Director of Economic Development shall be a City officer appointed by the Mayor and confirmed by the City Council. The Director shall serve a term coterminous with the term of the office of the Mayor. The Director shall be a person who, by experience, education and training, is qualified to carry out the duties assigned to the Department of Economic Development.
The Department of Economic Development under the direction of the Director of Economic Development shall have the following duties, generally:
A. 
To administratively operate and oversee all programs and projects relating to economic development and all other development projects and programs as directed by the Mayor and City Council.
B. 
To serve as an ombudsman to business and community organizations through ongoing liaison with those said organizations which are deemed essential to the success of the various programs, projects and policies of the Department.
C. 
To facilitate all appropriate public and private agencies in focusing their resources on specific projects and programs under the Department's jurisdiction in an effort to attain maximum leverage of public investment.
D. 
To undertake technical research and to recommend Citywide development policies to the Mayor, City Council and Business Development Authority; further, to effectuate projects and programs to implement said policies.
E. 
To coordinate programs and projects aimed at the retention of existing businesses as well as at the attraction of new or expanded business opportunities within the City.
The Department of Economic Development shall have such additional personnel as may be provided for by its financial resources and set forth in the Salary Ordinance of the City of East Orange. Said positions are to be under the jurisdiction and supervision of the Director of Economic Development and filled by persons who by training or experience are qualified to carry out the duties assigned to them by the Director of Economic Development.
