There is hereby established within the office of the Mayor a Personnel Division.

The Director of Administrative Services, in addition to other duties, shall have the responsibilities as Chief Personnel Officer, subject to supervision and direction of the Mayor. The duties of the Director, as Chief Personnel Officer, in addition to the regular duties as Director, shall be to direct and manage the operation of the Personnel Division, to act as the City's liaison to the New Jersey Civil Service Commission and to perform such other functions as the Mayor may direct or as may be required by ordinance, resolution or state law.
The Personnel Division shall:
A. 
Conduct a continuing evaluation of the various positions in the classified service as to duties and responsibilities thereof and classification of the same in the class and salary range most appropriate thereto.
B. 
Be in charge of recruiting, screening, hiring, training, orientation and evaluation of all personnel employed or considered for employment by the City of East Orange, excluding personnel who are by definition or law not under the direct control of the City.[1]

C. 
Prepare a quarterly report, containing, but not limited to, the following:
(1) 
Personnel makeup of each City department by enumerating the employees therein and specifying whether each is a temporary or permanent employee.
(2) 
Total annualized payroll by department.
D. 
Maintain a current list of all vacancies by department, title and job description.
E. 
Maintain a file on all personnel disciplinary actions completed in the preceding quarter and those still pending at the date of the quarterly report.
F. 
Make recommendations for changes and keep abreast of all current legislative rules and policy relating to personnel.
G. 
Prepare and maintain a table of organization for each department, which shall include job descriptions and all employee positions, including those enumerated in § 60-17.
