Positions in the City government having similar duties and responsibilities shall be classified and compensated for on a uniform basis.
Exempt services from the provisions of this chapter shall include the following:

The classified service shall include all positions not specifically allocated to the unclassified service.

Seasonal personnel shall be persons employed during peak periods and vacation periods on a temporary basis for all or part of the period commencing with the Monday of the week in which June 15 shall fall to and through Labor Day. Such personnel shall be paid in accordance with the scale provided in the Salary Ordinance and shall be entitled during any week in which such person shall be employed on a regular full-time basis to overtime pay and holiday pay for such holidays as fall within such week in the same manner as provided in this chapter and by regulations for permanent employees. Seasonal personnel shall be appointed by the Mayor upon the request therefor from the respective department heads. Each department utilizing seasonal personnel shall include in the preparation and submission of its budget estimate the number of persons to be employed and number of weeks of employment for each such person. Except as to the foregoing requirement, seasonal personnel shall be exempted from the provisions of § C-14D of N.J.S.A. 40:103-5(84), commonly referred to as the "City Charter."

The Mayor, by regulation, may designate from time to time classifications of clerical and secretarial personnel and number of persons to be retained in each such classification as shall compose a clerical and secretarial pool for use in common by more than one department of the City. The employees therein shall be permanent employees and be entitled to all the rights of other employees having the same classification. Each department anticipating use of the pool shall include in its budget estimate the classification of personnel desired and a lump-sum estimate in dollars (computed on the pay rate in existence for that category at the time of submission of the budget estimate) of the salary of such personnel equivalent to the use anticipated of personnel in such classification. The estimates of each department shall be incorporated in the budget of the Mayor's Office, Personnel Division, which Division shall also consider such amounts as may be necessary to provide such personnel with the benefits to which they are entitled as permanent employees. The Personnel Division shall be responsible for assigning personnel at the request of departments in accordance with the budget approved for this purpose for each such department, and the budget allocation of each such department shall be charged by the Director of Finance in accordance with the use of pool personnel by such department. The personnel pool shall for all job titles included and be used for vacation replacement, sick leave replacement and peak loan needs of the respective departments.

A. 
Except as provided in Subsection C of this section, each office, department, board, commission or agency shall submit with its budget proposal a schedule containing the number of persons employed or to be employed during the year for which the budget has been prepared, and such schedule shall further set forth the title of the office, position or employment and the salary to be paid for each such office, position or employment.
B. 
The positions and employment for the respective departments shown on the following schedule shall be exempted from the provisions of Subsection A of this section, and itemization of the individual positions need not be submitted as part of the budget. In lieu thereof, the title of each position shall be set forth with the salary range, accompanied by a lump-sum appropriation to be utilized and applied for salaries and wages for the persons hired to fill positions within such title.

C. 
Offices, positions or employment which are paid for or reimbursed out of funds from sources other than money to be raised and appropriated from the municipal budget shall be listed to the extent known in advance on a separate schedule and submitted at the same time as the budget proposal. Unless otherwise provided by law, any such office, position or employment shall be set forth and described in any application for grants or assistance being sought from any public or private agency and shall be submitted for consideration and approval by the City Council as part of any such application for grant or assistance.

Except for compliance with the provisions of § 60-21, any board, commission or agency which by law is vested with the power and responsibility for establishing rules and regulations governing employees shall be exempt from the provisions of this chapter. To achieve maximum coordination of personnel policies and practices within the City, any such board, commission or agency shall file with the Secretary of the Personnel Division a statement of personnel practices and policies pertaining to the matters set forth in this chapter and regulations promulgated under this chapter by the Mayor. It shall be the intent and purpose of this section to encourage each such board, commission or agency to conform its practices relating to personnel to those established by this chapter and regulations under this chapter, except where, by the special and unique character of the respective departments, variation from this chapter is required to achieve maximum economy or operational efficiency. Where such variations do occur, the statement filed should set forth the reasons therefor. It is the further intent and purpose of this section to encourage each such board, commission or agency to establish annual salary reviews contemporaneously with that conducted by the Personnel Division.
