As used in this article, the following terms shall have the meanings indicated:
BONA FIDE RESIDENT
Any person having a permanent domicile within the City and one which has not been adopted with the intention of again taking up or claiming a previous residence acquired outside the City limits.
DEPARTMENT HEAD
Any elected or appointed person who has direct supervision and responsibility for personnel, records, funds and maintenance service to be performed by a municipal department.
The provisions of this article shall apply to all municipal employees except policemen and firemen.
All officers and employees hereafter to be employed by the City of East Orange are hereby required, as a condition of their employment, to have their place of abode in the City and to be a bona fide resident therein, except as otherwise provided by law.

The Mayor, upon approval of the City Council, is hereby authorized, for good cause shown, to permit any official or employee of the City in their respective departments or offices to remain in the employ or to commence employment in the City without complying with the provisions hereof, where:
A. 
The health of any official of employee necessitates residence outside City limits; or
B. 
The nature of the employment is such as to require residence outside City limits.
Failure of any officer or employee to comply with this article shall be cause for his removal, suspension or discharge from the City's service.
