The City Council of the City of East Orange hereby designates the East Orange Economic Development Corporation, pursuant to the provisions of N.J.S.A. 52:27H-67, to act as the Zone Development Corporation for the City of East Orange.
The Zone Development Corporation shall include on its Board of Directors representatives of the East Orange government, members of the East Orange business community and representatives of community organizations in the municipality, and the total membership of the Board of Directors shall be broadly representative of businesses and communities within the municipality.
The Zone Development Corporation shall monitor, administer and implement the Zone Development Plan of the City of East Orange subject to the approval of the City Council of the City of East Orange.
It shall be the responsibility of the Board of Directors of the Zone Development Corporation designated herein to ensure that all provisions of the Enterprise Zones Act (P.L. 1983, c. 303), as may be amended,[1] are adhered to as long as it is designated as the Zone Development Corporation.

The governing body of the City of East Orange does hereby accept the designation of certain areas contained in its application. The City Council accepts this designation from the Urban Enterprise Zone Authority and accepts the designation of the Zone Development Plan as formulated and approved in the aforesaid application.
