The owner or person in charge of any building used or occupied by human beings shall connect such building with the public sewer. The sewer connection for any such building erected or constructed after the passage of this chapter shall be made immediately after the cellar has been excavated and the foundation for said building has been laid, and such sewer connection shall be made before any of the structural work upon said building shall be begun. (See §§ 292-61 and 292-62, respectively, for violations and penalties hereof.)
