Every person operating or conducting a barbershop or beauty parlor and employed therein shall comply with the following requirements:
A. 
The shop or parlor and all appurtenances shall be kept in a clean condition at all times.
B. 
Any tool or part thereof which comes in contact with the head, face or neck of the patron, such as razors, scissors, tweezers, combs and parts of vibrators, shall be immersed in boiling water or in alcohol of a strength of 70% or higher or be treated by some other equally effective method as approved by the Health Department before being used on each patron.
C. 
Every such shop or parlor shall be provided with hot and cold water under pressure.
D. 
Clean towels shall be used for each customer.
E. 
No styptic pencils, finger bowls, sponge, lump alum or powder puff shall be used, except of the individual applicator type.
F. 
Each operator, immediately before serving a patron, shall wash his hands with soap and water.
