Pursuant to the Municipal Utilities Authorities Law, under the Laws of New Jersey, P.L. 1957, Chapter 183, page 634, Section 1 (Chapter 14B of Title 40 of the Revised Statutes of New Jersey), there is hereby created a public body corporate and politic, as an agency and instrumentality of the Township of Mantua in the County of Gloucester and State of New Jersey, under the name and style of the "Mantua Township Municipal Utilities Authority."
The Mantua Township Municipal Utilities Authority hereby created is a utilities authority as contemplated and provided for by said Municipal Utilities Authorities Law and any other statutes heretofore enacted and applicable thereto and all amendments and supplements hereafter enacted thereto.

The Mantua Township Municipal Utilities Authority shall consist of five members, who shall be appointed by resolution of the Township Committee of the Township of Mantua in the manner provided by law. Each member of the said Mantua Township Municipal Utilities Authority shall receive compensation for his services as such member within the limitation herein stated in such amount as provided for in Chapter 82, Salaries and Compensation, in any one year and as provided by law by the said Township Committee. The Township Committee shall appoint two alternate members to the Municipal Utilities Authority, designated as "Alternate No. 1" and "Alternate No. 2," who shall serve during the absence or disqualification of any regular member or members of said Authority. In the event only one member of the Authority is absent or disqualified, "Alternate No. 1" shall take his place in the voting and decisionmaking of the Authority. If two or more members of the Authority are absent or disqualified, Alternate No. 2 shall also replace the second missing member in the decisionmaking and voting of the Authority. The alternate members shall be appointed by resolution of the Township Committee in the manner provided by law, as found in N.J.S.A. 40:14B-4e.
After adoption, a copy of this chapter, duly certified by the Township Clerk of said Mantua Township, shall be filed forthwith by said Township Clerk in the office of the Secretary of State of the State of New Jersey.
