No fuel for residential heating may be delivered to any residents within the City of Rahway before 7:00 a.m. or after 6:00 p.m., official time for the City of Rahway, nor at any time on Sunday, except during the months of December, January and February between the hours of 12:00 noon and 5:00 p.m., unless the owner or occupant of the residence receiving the delivery shall request such delivery and unless there exists on hand at the time of such request a supply of fuel insufficient to maintain the temperature within said residence at 65° F. for a period of 24 hours. The fuel-oil company from whom such delivery is being requested is to notify the Police Department that such delivery is being made.
As used in this chapter, the following terms shall have the meanings indicated:
RESIDENCE AND RESIDENTIAL
All buildings wholly or principally used as a dwelling or dwellings for one or more persons.

Any person who violates any of the provisions of this chapter shall, upon conviction thereof, be subject to a fine not exceeding $500 or imprisonment for a period not exceeding 90 days, or both.
