A. 
No vehicle shall be parked for longer than two or four hours at any time between the hours and days listed in Schedule XXV (§ 401-84) unless:
(1) 
The vehicle is owned or operated on a regular basis by a resident of that street; and
(2) 
The vehicle has displayed on its left rear window or left fork, if a motorcycle, in such a manner as to be clearly examined by an officer, a current residential parking permit; or
(3) 
The vehicle falls under one of the exceptions to this article.
B. 
Any vehicle covered by Subsection A(1), (2) or (3) above shall be exempt from the two- or four-hour parking provisions of this section only, and shall abide by all other parking regulations, whether same are contained in the City's ordinance or the statutes of the State of New Jersey.
C. 
No vehicle shall be parked for longer than two or four hours at any time between the hours and days listed in Schedule XXVA (§ 401-84.1) unless the vehicle is owned or operated by an employee of Rahway Hospital and/or a resident of that street whose vehicle displays a valid Parking Utility permit. The provision allowing Rahway Hospital employees to utilize permit parking will be for a period of 18 months or until the completion of the project, whichever comes first.
The following vehicles shall be exempt from this article:
A. 
Visitors. A vehicle displaying a current visitors parking permit may park a maximum of seven days, provided the operator of the vehicle is a bona fide guest of a resident within the permit parking area.
B. 
The visitors permit shall be displayed on the dashboard of the vehicle in such a manner as to be clearly visible to an officer enforcing parking regulations.

A. 
The responsibility and authority to administer and enforce the provisions of this article are hereby delegated to the Parking Utility of the City of Rahway (herein referred to as "the Parking Utility.") The Parking Utility may adopt rules and regulations, if necessary, to effectuate the implementation and administration of this article.
B. 
Applications for parking permits under this article shall be made in writing on forms provided by the Parking Utility.
C. 
When applying for a permit, each person shall display to the Parking Utility a valid New Jersey driver's license, vehicle registration, proof of insurance and proof of residency in the parking permit area.
D. 
Permits shall be issued only by the Parking Utility to those persons who are residents on said street thereof upon which parking is restricted by this article. A permanent permit shall be valid for as long as a vehicle is owned by the resident and the resident lives within the permit parking area. Permits are not transferable.
E. 
The permit shall be removed upon sale, junking or other transfer of a vehicle. Permit holders shall inform the Parking Utility when moving within the permit parking area.
F. 
The following fees are hereby established:
(1) 
Parking permits: $0.
(2) 
Issuance of new permit(s) following sale, junking or other transfer of vehicles: $5; however, there shall be no fee imposed if the owner of the existing permit returns same, in any condition, in exchange for the new permit sought.
(3) 
Lost visitors permit: $5.
G. 
Each permit holder shall be limited to three visitors permits at any one time. Visitors permits may be obtained from the Parking Utility and must be returned within seven days of issuance. Visitors permits shall be nontransferable.
H. 
The City of Rahway authorizes dual enforcement agencies which shall be the Parking Enforcement Division, within the Police Department, and the Division of Parking, within the Department of Administration to enforce the Central Business District defined by the following area:

Any person violating any provision of this article, failing to comply herewith or providing any false information in conjunction with an application for a parking permit shall be subject to imprisonment for a term not to exceed 30 days or a fine not to exceed $500, or both; and shall forfeit their privilege to hold a parking permit under this article for a period of one year.
