Necessary approved portable fire extinguishers shall be maintained as
set forth in Section 1163.13e-2, e-3 and e-4 of the New York State Uniform
Fire Prevention and Building Code.
The following listed occupancies shall maintain the respective portable
fire appliances:
A.Â
Ammunition-construction jobs: one two-and-one-half-gallon
water-type extinguisher where ammunition or explosives are stored.
B.Â
Construction, general.
(2)Â
Also, one additional similar extinguisher at each shed
or locker used by painters, plumbers and carpenters.
(3)Â
Also, one two-and-one-half-gallon water-type extinguisher
on each floor where good scaffold has been erected to a height greater than
40 feet. This extinguisher shall be readily accessible to the scaffold.
C.Â
Retail dry cleaning: two five-pound dry-chemical-type
extinguishers.
D.Â
Fireworks: All holders of permits for fireworks shall
provide at least six ten-quart buckets of water and six ten-quart buckets
of sand.
E.Â
Open-air-type garage: two two-and-one-half-gallon units
of approved fire protection appliances located near the access entrance.
F.Â
Storage areas for gasoline hi-lows and tractors: one
two and one-half-gallon water-type extinguisher and two sand pails.
G.Â
Hospitals, nursing homes and convalescent homes. An extinguisher
in the smoking room or in a corridor where it can be seen by someone leaving
the smoking room is satisfactory.
H.Â
Liquefied petroleum gas tar kettles: for each kettle
unit, four-pound CO2 or dry chemical or sufficient
pails of sand.
J.Â
Motor vehicle repair shop: applies if an oxygen-acetylene
torch is used and an asbestos screen is used to separate the torch operation
area. There shall be attached to the screen one fifteen-pound CO2-type
extinguisher and two pails of sand.
K.Â
Oil burners: one two-quart-type extinguisher suitable
for oil fires or two sand pails.
M.Â
Torch work (oxygen and combustive gas): fully charged
water hose or a sufficient number of water-type extinguishers at the location
and exposed areas of torch operations.
N.Â
Tank trucks transporting flammable mixtures or compressed
gases: four-quart carbon-tetrachloride-type extinguisher or one seven-and-one-half-pound
CO2 or five-pound drypowder extinguisher located in
the cab.
A.Â
Specifications enumerated.
(1)Â
Buckets and extinguishers shall be placed upon hooks,
racks or shelves so that the bottom of the extinguisher or bucket is not less
than two feet nor more than 4Â 1/2 feet above the floor.
(2)Â
All buckets and extinguishers shall be located so that
they may be reached without traveling more than 75 feet.
(3)Â
In premises where temperatures below 32° F. may be
encountered, all water buckets and water-type extinguishers shall be filled
with approved antifreeze solutions.
(4)Â
All extinguishers shall be tagged with the date and report
of the first maintenance inspection. The following schedule shall be complied
with:
(a)Â
Soda-and-acid water type: recharge annually.
(b)Â
Water type, gas cartridge: weigh cartridge semiannually.
(c)Â
Water type, stored pressure: check pressure reading on
extinguisher gauge semiannually.
(d)Â
Foam type: recharge annually.
(e)Â
Carbon-dioxide type: weigh extinguisher semiannually.
(f)Â
Dry chemical, gas cartridge: weigh cartridge semiannually,
check amount and condition of dry chemical.
(g)Â
Dry chemical, stored pressure: check pressure reading
on extinguisher gauge semiannually, weigh extinguisher semiannually.
(5)Â
The presence of an automatic sprinkler system, standpipe
system or any other type fire-protection installation in any occupancy shall
not affect any of the foregoing rules for requirements of portable fire appliances.
(6)Â
All portable fire extinguishers shall be of an approved
type.
