A. 
Bureau established. A Bureau of Fire Prevention in and for the Town of Newburgh, County of Orange, State of New York, is hereby established.
B. 
The Bureau of Fire Prevention shall consist of the Fire Inspector and the elected Chief of each of the seven (7) Fire Departments providing fire protection to the Town of Newburgh. In the absence of the Fire Inspector or any elected Chief, his or her designated representative shall assume the duties and responsibilities of the same as a member of the Bureau of Fire Prevention.
C. 
Head of the Bureau of Fire Prevention. The Fire Inspector shall serve as the head of the Bureau of Fire Prevention. In the absence of the head of the Bureau of Fire Prevention, an alternate head from among the remaining members shall be appointed by the Town Board upon the recommendation of the Bureau of Fire Prevention.
D. 
Meetings.
(1) 
Regular scheduled meetings shall be held in conjunction with the District Three officer meetings. Meetings of the Bureau of Fire Prevention shall be held monthly or at the request of three (3) members of the Bureau. Five (5) members shall constitute a quorum for the transaction of business, but a lesser number may adjourn a meeting to a subsequent date.
(2) 
The head of the Bureau or his duly appointed alternate shall preside at all meetings of the Bureau.
It shall be the duty of all the officers of the Bureau of Fire Prevention to exercise jurisdiction over the following:
A. 
Generally.
(1) 
The prevention of fires.
(2) 
Setting the procedures and coordinating the Fire Departments' dispatch services between the Fire Departments and town government.

B. 
Propose regulations. The Bureau of Fire Prevention shall also have the power to propose regulations covering the aforesaid items, which regulations shall be presented to the Town Board of the Town of Newburgh for consideration.
C. 
Reports of Bureau.
(1) 
The annual report of the Bureau of Fire Prevention shall be made on or before the 15th day of January and transmitted to the Supervisor or Town Board. It shall contain all proceedings under this chapter with such statistics as the Chief of the Bureau may wish to include therein. The Bureau of Fire Prevention shall also recommend any amendments to the ordinances or codes which in its judgment shall be desirable.
(2) 
In addition to the annual reports, the Bureau shall file with the Town Board a report every three (3) months commencing January 15 of each year.
D. 
Act as complainants and witnesses. In the absence of the Fire Inspector or his duly authorized deputy, members of the Bureau of Fire Prevention may sign and issue orders-to-remedy-violation notices. They may act as complainants and/or witnesses in proceedings brought on account of such violations.
E. 
Other powers and duties. The Bureau of Fire Prevention shall have such other powers and perform such other duties as are set forth in other sections of this chapter or other chapters of the Code of the Town of Newburgh.
