There is hereby created a Water Department of the Town of Newburgh to be headed by the Town Board until such time as a Department of Public Works is created, which Department of Public Works will then be responsible for its operation, management and functioning.
The Water Department shall be divided into two (2) sections or subdepartments, the Water Distribution Section and the Water Purification Section.
A. 
The Water Distribution Superintendent shall be appointed by the Town Board and shall serve at the Board's pleasure and at a salary and on the terms and conditions as determined by said Board and shall be in charge of the Water Distribution Section.
B. 
The Water Distribution Superintendent, as head of the Water Distribution Section, shall, on behalf of the Town Board, have general charge of the maintenance and operation of all of the water systems within the districts of the Town and shall be responsible to the Town Board therefor. His duties shall include the following, in addition to those additional duties assigned to him from time to time by said Board. He shall:
(1) 
Keep complete records of the maintenance and operation of each water district.
(2) 
Issue all permits required relating to application for service.
(3) 
Provide meter readings and other information and data necessary to collect revenues for water furnished and other services supplied.
(4) 
Make reports to the Town Board on/before the 10th day of each month on forms prescribed by said Board of all activity of the Water Distribution Section, including moneys received, claims due and any other information as may be helpful to said Board in properly conducting the affairs of all of the water districts within said Town.
(5) 
Assist the Town Board in the preparation of the annual budget, assessment roll and benefit or other formula for raising the necessary revenues for the operation of the various water districts.
(6) 
Supervise the installation and/or repair of all house or other building connections, meter installations, testing procedures and shutting off and turning on water service to customers and work with the Town Engineer as to any technical problems arising out of the operation of all of the water districts and the water systems contained therein.
A. 
The Water Purification Superintendent shall be appointed by the Town Board and shall serve at the Board's pleasure and at a salary and on the terms and conditions as determined by said Board and shall be in charge of the Water Purification Section.
B. 
The Water Purification Superintendent, as head of the Water Purification Section, shall, on behalf of the Town Board, have general charge of the filtration plant and its operation and shall be responsible to the Town Board therefor. His duties shall include the following, in addition to those additional duties assigned to him from time to time by said Board. He shall:
(1) 
Keep complete records of the operation of the filtration plant.
(2) 
Maintain operation of the filtration plant so as to strictly comply with the orders and requirements of the New York State Department of Health and the other state or governmental agencies having jurisdiction over the same.
(3) 
Make reports to the Town Board on/before the 10th day of each month on forms prescribed by said Board of all activity of the Water Purification Section, including laboratory testing reports as to quality and any other information as may be helpful to said Board in properly conducting the affairs of all of the water districts within said Town.
(4) 
Assist the Town Board in the preparation of the annual budget, assessment roll and benefit or other formula for raising the necessary revenues for the operation of the various water districts.
The Water Distribution Superintendent and the Water Purification Superintendent shall coordinate their activities and cooperate with each other so as to keep each of their sections well informed of their respective activities to ensure overall efficient operation in providing water to the residents of the Town of Newburgh.
The Town Board shall employ such employees as will be needed by the Water Distribution Section and the Water Purification Section.
