Upon application for water service in areas
not served by the Town, the Town will extend its mains or install
the necessary mains and provide whatever additional improvements and
facilities are required therefor, provided that the necessary proceedings
required by law have first been complied with, and the Town will initiate
whatever proceedings are required on its part to make such service
and facilities available when such extensions or increases are in
the public interest.
If a builder, developer or contractor desires
to extend or install mains, it shall be at his own cost and expense,
and such extension or installation shall be accomplished in accordance
with the provisions hereof and to the approval of the Water Distribution
Superintendent, the Water Purification Superintendent and the Town
Engineer, and all such work shall conform to specifications approved
by the Town and shall be subject to Town inspection. Title to all
such extensions, including service connections between the main and
the curb box, shall be vested in the Town, and, upon the acceptance
of any such work by the Town, the Town shall maintain and replace
the same when necessary as in the case of Town-installed work.
A.
Water mains shall be cement-lined, ductile, cast-iron
pipe AWWA approved. The minimum size shall be eight inches in diameter.
Cast-iron pipe shall meet American Standard Specification A21.1 for
water pipe and shall be equipped with mechanical-joint or slip-joint
connections. Mains shall be laid with a minimum cover of four feet
and a maximum of six feet, unless otherwise approved by the Water
Superintendent.
B.
Water hydrants shall be in accordance with the latest
AWWA Specification C-502, Fire Hydrants for Ordinary Water Works Service.
Each hydrant shall be equipped with two two-and-one-half-inch hose
connections and one pumper connection of 4 1/2 inches, both connections
having national standard hose threads. All hydrants shall have a six-inch
inlet of either mechanical-joint or slip-joint connection and a hydrant
valve opening of not less than 4 1/2 inches. A six-inch water
valve shall be installed directly in front of the hydrant as shown
on typical drawings supplied by the Town. Both hydrant and valve shall
open left or counterclockwise and rodded to the main. Hydrants shall
be approximately 500 feet apart unless otherwise approved by the Water
Superintendent.
C.
All valves shall be mechanical-joint or slip-joint
double-gate valves with O-ring packing designed for a water working
pressure of 150 pounds per square inch and shall be in full conformance
with the latest AWWA Specification C-500, Gate Valves for Ordinary
Water Works Service. All valves shall opened by turning to the left
or counterclockwise and have a square operating nut. They shall be
the same or equal to those manufactured by Ludlow, Eddy, Wood, Kennedy,
Mueller, Smith or other well-known manufacturers of valves or approved
equal. All valves shall be installed in such a manner to ensure that
the valve will remain in an upright position, so that when the cover
is installed the center of the cover will be directly over the turn
nut of the valve. Valves shall be installed at the intersections so
that any one street may shut down without affecting the other street.
D.
All valve boxes shall be of cast-iron construction
(screw type) with a cast-iron cover with the word WATER cast into
it and an arrow indicating direction of opening. Each valve box shall
be of a length so that when the top is a finished grade, the box will
have an extension reserve of at least five inches.
E.
All taps on a water main shall be made by the Water
Department of the Town, unless otherwise authorized by the Water Superintendent.
All water taps shall be for a minimum of three-fourths-inch service
and installed a minimum distance of 12 inches for cast iron and 18
inches for cement-asbestos from the end of a length of pipe. The corporation
cock shall be installed directly on top of the main with a ninety-degree
bend immediately on top of the corporation cock. An expansion loop
of three-fourths-inch Type K copper waterline shall be made in a manner
acceptable to the Water Department. There shall be no other type of
tap made unless approved by the Water Superintendent.
F.
All water mains and services installed in public streets
or streets to become public streets shall become the property of the
Town unless otherwise approved by the Town Board.
G.
No house services shall be tapped on a main until
the main has been tested and approved by the Water Department of the
Town. The main shall be tested at twice the normal working pressure
or a minimum pressure of 150 pounds per square inch. All mains shall
be chlorinated, and chlorination shall be approved by an accredited
chemist and a report given to the Water Superintendent.
H.
During the time that water mains are being installed,
an inspector shall be on the site full time. This inspector shall
be employed by the Town, and the cost of this inspector shall be paid
by the builder to the Town Clerk.
I.
A performance bond sufficient to cover the entire
cost of the water system as shown on the subdivision plan map submitted
to the Town shall be furnished to the Town and shall remain in force
for a period of one year after the system is completed and accepted
by the Town Board. This bond is to insure proper workmanship, materials
and compliance with Town regulations.
