Any and all applications, hookups and usages of the public sewers shall be subject to the following specifications for house lateral sanitary sewer connections, and rules and regulations and shall be made on applications provided by the Village of Churchville, as agent for the town, on the form supplied by the village, and a permit shall be issued on the form provided by the Village of Churchville.
A. 
Specifications. All connections with sewers shall be made in accordance with the following specifications:
(1) 
The word "plumber" is used to describe the person performing the work.
(2) 
Connections shall be made at laterals provided in the sewer.
(3) 
The location of such laterals may be obtained at the village office.
(4) 
Where no lateral exists, permission must be obtained from the Superintendent to cut into sewers.
(5) 
On sanitary sewers, tapping of the pipe must be done by machines designated by the Superintendent.
(6) 
Any breaking of the sewer caused by tapping shall be replaced at the expense of the plumber.
(7) 
Connections to the sewer shall be made using a cast-iron gasketed saddle with stainless steel bands and brass bolts.
(8) 
All cut-ins shall be encased in one-to-two-to-four concrete.
(9) 
Before connecting to any existing sanitary sewer laterals, the plumber shall make sure that they are free and clear of sand, mud, rocks, roots and any other material from the point of connection to the main sewer.
(10) 
Connection to the sanitary sewer shall be made only with pipe constructed of materials as specified in the Building and Plumbing Code or applicable rules and regulations of the town and the Village of Churchville. For residential or commercial establishments equivalent to two units or less, a pipe not less than four inches in diameter shall be used. For multiple-family or commercial/industrial establishments, a pipe not less than six inches in diameter shall be used. The size of the lateral shall be as approved by the Superintendent.
(11) 
All fittings shall be recessed drainage fittings with smooth, continuous inner surfaces to the flow of drainage and shall conform in all respects to the grade of pipe. Change in direction of flow shall be made by the use of proper fittings. Where required, one-sixteenth bends shall be placed at least one foot apart. One-eighth bends shall only be used with the permission of the inspector. The use of one-fourth bends will not be allowed.
(12) 
Each lateral will be provided with cleanout at the lot line, at the interior of the house wall, at sharp changes in direction and after each 75 feet of lateral, with openings to be flush with ground surface and three inches above cellar floor. Cleanouts shall be constructed using cast-iron pipe or approved equivalent within 12 inches of ground surface and with a brass plug.
(13) 
All pipes shall be laid with ends abutting and true to line and grade. Unless otherwise permitted by the inspector, pipelines shall be laid to a grade of at least one-fourth (1/4) inch per foot for four-inch diameter pipe, and at least one-eighth (1/8) inch per foot for six-inch diameter pipe. Pipes shall be fitted together and matched so that, when laid, they will form a sewer with a smooth and uniform invert. All pipes shall be cleared of dirt and foreign materials as the work progresses.
(14) 
Whenever it is necessary to leave the work, the end of the pipe shall be securely closed with a tightly fitting cover or plug. Any earth or other material entering the main sewer through the opening end of any lateral or pipe shall be removed at the plumber's expense. All trenches must be properly protected by sufficient sheathing and bracing. Where pipes pass under the walls of any building there shall be a relieving arch constructed to prevent settlement of the masonry over the pipe. The plumber shall erect and maintain barricades, lights and other safeguards necessary to effectively prevent injuries to persons.
(15) 
The earth fill over and around the pipes up to a depth of one foot over the pipes must be carefully selected and free from large stones. It shall be deposited in layers not exceeding six inches in thickness, each of which shall be well-pounded, rammed and compacted so that the pipes are firmly embedded. No stones exceeding six inches in their largest dimension may be used in refilling the remaining of the trench. This refilling shall be done in one-foot layers, each layer being thoroughly compacted.
(16) 
It is the responsibility of the plumber to obtain any permits required and pay any costs before doing any excavating within the highway limits when searching for a lateral or wye connection.
(17) 
Where the trench passes beneath a pavement, the refilling shall follow the directions of the Superintendent of Highways and/or the New York State Department of Transportation. Where pavements have to be replaced, work shall be done in accordance with the directions of the Superintendent of Highways or Department of Transportation. Outside of the limits of the pavement, the surface of the trenches, after being filled and compacted, shall be finished off in a smooth and workmanlike manner. All settlement in public highways occurring after the trenches have been refilled must be filled in by the plumber. Should he fail to do so, the refilling will be done by the town or the state and the cost of the work charged to him.
B. 
Rules and regulations.
(1) 
Permits for connections to sanitary sewers of the town will only be issued by the Village of Churchville Clerk or its representative. Permits may be revoked at any time. The work shall be performed by a plumber licensed by a municipality in Monroe County or by the homeowner himself, but the homeowner may not subcontract the work unless he otherwise complies with this Part 1.
(2) 
Applications must be made by the plumber or homeowner to the village on the form provided, with copies to be forwarded to the Town of Riga Town Clerk.
(3) 
Each plumber or homeowner shall file a bond of $5,000 with the village to indemnify the town, Village of Churchville and county against all loss, cost, damage or expense sustained or recovered on account of any negligence, omission or act of the applicant for such permit or any of his, their or its servants or agents arising or resulting, directly or indirectly, by reason of such permit or consent, or any act, construction or excavation done, made or permitted under authority of such permit or consent.
(4) 
Before a permit is issued, the plumber shall file with the village insurance certificates with the village as a named insured on the policy for:
(a) 
Public liability limited to $100,000 for injuries and including wrongful death to each person and limited to $300,000 on account of each accident.
(b) 
Property damage for $100,000 for damages on account of any one accident and $300,000 for damages on account of all accidents.
(5) 
The policies shall cover motor vehicle operations. All insurance policies must provide for five days' notice to the village and the town before cancellation and must cover all liabilities of the village and the town and be in form satisfactory to the same.
(6) 
All work must be done under the supervision and in accordance with the specifications of the town and the Village of Churchville and the directions of the inspector designated by the town and/or the village.
(7) 
There will be an additional charge of $25 for each inspection after the first, except for emergencies.
(8) 
Connections shall be made so that only sewage and no groundwater, stormwater, cooling water or surface water from streets, roofs, foundations or other areas shall be admitted to the sanitary sewers.
(9) 
Wherever it is necessary to enter upon or excavate any highway or cut any pavement, curbing or sidewalk, permission must be obtained from the Superintendent of Highways.
(10) 
Special permits shall be required for blasting or the use of explosives.
(11) 
All sanitary drains in buildings must be hooked into sanitary sewer system.
(12) 
No sump pumps shall be allowed in the sanitary sewer.
