The Council of the City of Coatesville hereby signifies its intention and desire to organize an Authority under the provisions of the Municipality Authorities Act of 1945, as amended and supplemented.[1]

The President or Vice President and the Secretary of the Council are directed to execute, on behalf of the City of Coatesville, Articles of Incorporation for said Authority, in substantially the following form:
MUNICIPAL AUTHORITY
ARTICLES OF INCORPORATION
To the Secretary of the Commonwealth Commonwealth of Pennsylvania
  In compliance with the requirements of the Act of May 2, 1945, P.L. 382, known as the "Municipality Authorities Act of 1945," as amended,[2] and pursuant to an ordinance adopted, the municipal authorities of the City of Coatesville, Chester County, Pennsylvania, desiring to incorporate an Authority thereunder, hereby certify:
1.
The name of the Authority is "City of Coatesville Authority."
2.
Said Authority is formed under the provisions of the Act of May 2, 1945, P.L. 382, as amended.
3.
No other Authority organized under the Act of May 2, 1945, P.L. 382, as amended, or under the Act of June 28, 1935, P.L. 463, as amended, is in existence in or for the incorporating municipality, the City of Coatesville, except Central Chester County Joint Authority incorporated March 23, 1956, and the Coatesville Sewage Plant Authority incorporated April 11, 1960.[3]

The name of the incorporating municipality is "City of Coatesville, Chester County, Pennsylvania."
5.
The names and addresses of its municipal authorities are as follows.[4]
6.
The names, addresses and terms of office of the first members of the Board of the Authority to be formed hereby are as follows.[5]
7.
The advertisement of notice of public meeting concerning adoption of the ordinance to incorporate the Authority and the notice of the adoption of the ordinance and of filing the Articles of Incorporation in conformity with the requirements of Section 3, Act of May 2, 1945, P.L. 382, as amended, are submitted herewith.

The Secretary is hereby directed to cause a notice of the substance of this Article, including the substance of the above Articles of Incorporation, to be published once in The Record, Coatesville, Pennsylvania, a newspaper published and of general circulation in the County of Chester, and in the Chester County Law Reporter, the legal journal designed by the Rules of Court for the publication of legal notices in said county, as required by the Act.[1]

The President and Secretary are directed to file said Articles of Incorporation, together with the necessary proofs of publication, with the Secretary of the Commonwealth and to do all other acts and things necessary or appropriate to effect the incorporation of the City of Coatesville Authority.
The initial project to be undertaken by said Authority is to acquire, hold, construct, improve, maintain, operate, own or lease, either in the capacity of lessor or lessee, waterworks, water supply works and water distribution systems and all facilities appurtenant thereof in and for the City of Coatesville and surrounding areas presently served by the water system of the City of Coatesville and for such other territory as it may choose to serve from time to time.[1]

The following-named persons be and they hereby are appointed as the first members of the Board of the Authority, whose terms of office shall commence on the date of appointment and shall be computed from January 1 next succeeding the date of the incorporation.[2]
