The City Council of the City of Coatesville hereby signifies its intention and desire to organize and form a Municipality Authority under and by virtue of the Municipality Authorities Act of 1945, approved the second day of May 1945, A.D., P.L. 382, as amended.[1]

The name of the authority shall be "Coatesville Downtown Improvement District Authority."
The Authority shall have authority and the purpose thereof shall be to develop and make business improvements and provide administrative services and to impose an assessment on each benefited property in the designated district.
The City Council of the City of Coatesville hereby declares that it is desirable for the preservation and revitalization of the central business district to have an Authority providing a management process to coordinate the collective public and private efforts of the commercial district in providing improvements and services.
The Articles of Incorporation of the Authority, a true and correct copy of which attached hereto and made a part hereof by reference, are approved and adopted, and the President and Secretary of City Council are authorized and directed to execute the same on behalf of the City of Coatesville.[1]

The City Solicitor is directed to cause to be published, as required by and in accordance with the Municipality Authorities Act of 1945,[1] a notice containing a brief statement of the substance of this Article and of the Articles of Incorporation, which notice shall state that on a day certain, not less than three (3) days after the complete publication of said notice, the Articles of Incorporation will be filed with the Secretary of the Commonwealth of Pennsylvania.

The proper officers of the city shall file with the Secretary of the Commonwealth of Pennsylvania the Articles of Incorporation, together with proofs of publication of said notice.
Pursuant to the Act of April 10, 1980, P.L. 105, the City of Coatesville retains the right to approve any plan of the Authority for the purpose of making business improvements or providing for administrative services and levying assessments or charges related thereto. No plan for services or improvements shall be approved which extends three (3) years from the date of organization or formation of the Authority unless this Article is otherwise amended by City Council. The date of formation or organization shall be the date of the Certificate of Incorporation issued by the Commonwealth of Pennsylvania for this Authority.

The term of existence of the Downtown Improvement District Authority shall be extended until May 25, 1999; the Authority shall terminate only upon official action of the Council of the City of Coatesville.

The City Council hereby authorizes the filing of Articles of Amendment by DIDA's Board of Directors which shall be filed with the appropriate offices of the Secretary of the Commonwealth of Pennsylvania, the Department of State and the Corporation Bureau of the commonwealth. Said Articles of Amendment shall extend the term of DIDA three (3) years until May 25, 1999, or until formal action approving termination by City Council. The Articles of Amendment shall be submitted to the City Council for its approval prior to filing.
