No person shall place or cause to be placed any trash dumpster or similar container for trash or construction materials on any City street, roadway or sidewalk without first obtaining a permit from the City Codes Department. Every person applying for a permit shall provide such information as required by the Codes Department, and the fee for said permit shall be set by resolution of the City Council of the City of Coatesville. A permit shall not be necessary for the placement of a dumpster or similar container on private property.
The procedure for obtaining a permit for a dumpster or similar container is as follows:
A. 
Contact the Codes Department.
B. 
The Codes Department shall submit the request to the Police and Fire Departments for the approval of those Departments. No permits shall be issued without the approval of said Departments.
C. 
No dumpster may be placed on a sidewalk or street in such a fashion as to completely block or obstruct passageway on said street or sidewalk. No permit will issue if such condition is likely to exist.

D. 
Upon a showing that all of the above conditions and standards have been met, the Codes Department will approve and issue the permit upon payment of the applicable fee.
E. 
If the placement of a dumpster or similar container would be located in an area where parking meters exist, meter rental applications must also be acquired for the number of meters obstructed by the placement of the dumpster for the period of time that the dumpster will be placed in said location.

Any person or persons, firm or corporation violating the provisions of this article shall, upon conviction in summary proceedings, be subject to a fine of not more than $600 or imprisoned for not more than 90 days, or by both such fine and imprisonment, for each day on which said violation may have been committed.
