Parking in all parking meter zones on Sundays and the following holidays is hereby specifically excluded from the provisions of this article: the first day of January, commonly called "New Year's Day"; the 15th day of January, known as "Dr. Martin Luther King, Jr. Day"; the third Monday of February, known as "Presidents' Day"; Good Friday; the last Monday in May, known as "Memorial Day"; the 14th day of June, known as "Flag Day"; the fourth of July, called "Independence Day"; the first Monday of September, known as "Labor Day"; the second Monday in October, known as "Columbus Day"; the first Tuesday after the first Monday of November, Election Day; the 11th day of November, known as "Veterans Day"; the fourth Thursday in November, known as "Thanksgiving Day"; and the 25th day of December, known as "Christmas Day."
On all days other than those set forth in § 218-50 hereof, on-street parking meter zones shall be in operation between the hours of 9:00 a.m. and 6:00 p.m., except Fridays during which the hours shall be from 9:00 a.m. to 9:00 p.m.

A. 
Upon parking any vehicle in a parking meter zone at any time during which the provisions of this article are in effect, the operator of the vehicle shall, upon entering the designated space, immediately deposit or cause to be deposited in the parking meter controlling such parking space, such coin or coins as designated by the official sign and/or the hours and regulations shown on each parking meter. Failure to do so shall constitute a violation of this article.
B. 
Individual parking spaces on the public streets may be reserved by the Police Department for special purposes on request not less than 24 hours in advance and approval by the Chief of Police. Such reservations shall not exceed one day of operation and shall be designated only by the use of approved bags placed on the meters by the Police Department. Unauthorized use of parking meter bags or placement of a parking meter bag on a meter by other than the Police Department shall constitute a violation and the violator shall be subject to the penalty provided in § 218-65. No parking spaces on the public streets shall otherwise be reserved, leased or limited to exclusive use by any person or business or use other than the general public, except that loading zones may be established for a limited number of parking spaces at convenient locations between the hours of 9:00 a.m. and 12:00 noon.
In all parking meter zones a parking meter shall be installed for each parking space. All parking spaces shall be plainly designated by lines or markings on the highway or on off-street parking spaces and may be placed either parallel or diagonal to the curb.
Parking meters shall be placed upon the sidewalk or curb immediately adjacent or next to each designated parking space and in such manner as to show or display by a signal that the parking space controlled by such meter is not legally occupied. Further, each parking meter shall indicate by a proper legend the established legal parking time and, when in operation, shall also indicate on or by its dial or pointer the duration of the period of legal parking and illegal or over parking.
Every vehicle parked in any parking meter zone shall be entirely within the lines of the designated parking space with the front end of such parked vehicle adjacent to the parking meter controlling such parking space.
The coin or coins required by this article to be deposited in the parking meters are hereby levied and assessed as to provide for the proper regulation and control of traffic upon the highways and off-street parking areas the cost of supervising and regulating the parking of vehicles in the parking meter zone created and the purchase, supervision, protection, inspection, installation, maintenance, control and use of the said parking meters. The coins mentioned in this article shall be collected from said parking meters under the direction of the Director of Finance and deposited with the Director of Finance.
No owner or operator of any vehicle shall cause, allow, permit or suffer such vehicle to be parked overtime or beyond the period of the legal parking time established.

A. 
Any person violating the provisions of § 218-60 shall be subject to a fine of $25 to be paid within 10 days.
B. 
Any person violating the provisions of § 218-60 shall be subject to a fine of $50 to be paid after 10 days but within 20 days.
C. 
Any violation of the provisions of § 218-60 shall be subject to a fine of $75 to be paid after 20 days, but before citation.
D. 
Failure to respond by the payment of the fines as aforesaid shall, after 28 days, result in the issuance of a citation to the defendant. Thereafter, the prosecution shall proceed in accordance with the Pennsylvania Rules of Criminal Procedure, and, upon conviction for the offense, the defendant shall be ordered to pay the maximum fine prescribed by law, together with the costs of prosecution, and/or to be incarcerated in the county prison for not more than five days.
No person shall deposit or cause to be deposited in any parking meter any slug, device or metallic substitute for a coin of the United States or a parking token approved and authorized for such use by the City of Coatesville.
No person shall deface, injure, tamper with or willfully break, destroy or impair the usefulness of any parking meter installed under the provisions of this article.
The duty of enforcing the provisions of this article shall be upon the City Manager, acting through the Bureau of Police. In an emergency, any of the provisions of this article may be temporarily suspended by such City Manager, who shall then have authority to adopt and enforce such other temporary rules and regulations as traffic conditions during such emergency may demand or require.
A. 
It shall be the duty of police officers of the City of Coatesville, acting in accordance with instructions issued by the Chief of Police, to deposit duplicates of violation tickets in a receptacle in the police station. Said duplicates shall contain:
(1) 
The address of each parking meter which indicates that the vehicle occupying the parking space adjacent to such parking meter is or has been parked in violation of any of the provisions of this article.
(2) 
The state license number of such vehicle.
(3) 
The day and hour at which such vehicle is parked in violation of any of the provisions of this article at the time of his inspection.
(4) 
Any other facts, knowledge of which is necessary to a thorough understanding of the circumstances attending such violation.
B. 
Each such police officer shall also place on such vehicle a notice to the owner thereof that such vehicle has been parked in violation of the provisions of this article and instructing such owner to report at police headquarters of the City in regard to such violation.

Any person violating the provisions of §§ 218-61 and 218-62 shall, upon conviction in summary proceedings, be sentenced to a fine of up to $300, restitution and cost of prosecution.
