The purpose for establishing Courthouse area
parking permits is to help alleviate parking congestion in the area
of the Northampton County Government Complex. Such congestion results
in unnecessary hardship to area residences and businesses.

The area affected by the Courthouse Area Parking
Program includes portions of Ferry Street, Fifth Street, Lehigh Street,
Union Street, Washington Street and Wolf Avenue. Where so designated
in the City's Traffic Code, no vehicle shall remain parked between
the hours of 7:00 a.m. and 5:00 p.m., Monday through Friday, for a
period of more than two consecutive hours without displaying a valid
Courthouse area parking permit. Exception: The north side of the 600
block of Ferry Street, from South Sixth Street to Walnut Avenue where
the hours are between 7:00 a.m. and 6:00 p.m.
A.
Eligibility. Parking stickers may be issued to each
residential dwelling unit and to each place of business in the following
areas:

(1)
Lehigh Street: 500, 600 and 700 blocks, even and odd
addresses;
(2)
Seventh Street: 100 and 200 blocks, odd addresses
only;
(3)
Union Street: 100 block south of Spruce Street, even
addresses only;
(4)
Washington Street: 700 block, even and odd addresses;
600 block west of Wolf Avenue, even addresses;
(5)
Wolf Avenue: 700 block, even addresses; 600 block
west of Washington Street, even and odd addresses; and
(6)
Fifth Street: 200 block, even and odd addresses.

Ferry Street: Between Union Street and Walnut Street, odd addresses
only.

B.
Permit application issuance and duration. Each parking
permit issued shall be valid for one year, beginning January 1 and
ending December 31. Permits may be renewed annually upon reapplication
in the manner required by the Chief of Police. Each application or
reapplication for a parking permit shall contain information sufficient
to identify the applicant, his residence address of real property
owned or leased within the eligible area, and the license number of
the motor vehicle for which application is made, and such other information
that may be deemed relevant by the Chief. If a resident sells or otherwise
transfers a vehicle bearing a parking permit sticker, he shall remove
the sticker before the transfer. If a resident transfers a vehicle
bearing a valid permit parking sticker and acquires another vehicle,
he shall provide the Chief with proof of the transfer and an affidavit
attesting to the removal of the sticker. The Chief shall then provide,
at no cost, a new sticker which shall expire at the same time as the
original sticker.
C.
Permit display. Permits shall be displayed on the
driver's side of the rear bumper so as to be readily visible to enforcement
personnel.
D.
Permit revocation. The Chief is authorized to revoke
the parking permit of any person found to be in violation of this
article, and upon written notification thereof, the person shall surrender
such permit to the Chief. Failure, when so requested to surrender
the parking permit so revoked, shall constitute a violation of law
and of this article. When permit holders change employment or relocate,
the issued permit shall become invalid, and such permit shall be immediately
surrendered to the Chief.

A.
This program does not guarantee the availability of
on-street parking spaces.
B.
All other parking requirements shall remain in full
effect.
C.
This program does not apply to metered spaces for
nonresidents. Residents of the courthouse permit parking area shall
be allowed to park in metered spaces within their permit zone.

D.
Permits can be obtained between the hours of 8:00
a.m. and 4:00 p.m. Monday through Friday, except holidays, from the
Traffic Division of the Easton Police Facility. The permit shall be
issued after the following documents have been presented to the Clerk:
(1)
Driver's registration card;
(2)
Vehicle registration card;
(3)
Proof of payment of per capita tax, verification that all outstanding
parking fines/fees have been satisfied for any and all vehicles of
the owner;

Completed application; and
(5)
Valid use and occupancy permit for business application.

A.
For a violation of any provision of this article, the owner or operator shall pay a penalty as specified in Chapter 285, Fees.

B.
No person shall falsely represent himself as eligible
for a parking permit or to furnish information in an application therefor.
C.
No person holding a valid parking permit issued pursuant
hereto shall permit the use or display of such permit on a motor vehicle
other than that for which the permit is issued. Such conduct shall
constitute an unlawful act and violation of this article both by the
person holding the valid parking permit and the person who so uses
or displays the permit on a motor vehicle other than that for which
it is issued.
D.
No persons shall copy, produce or otherwise bring
into existence a facsimile or counterfeit parking permit or permits.
No person shall knowingly use or display a facsimile or counterfeit
parking permit in order to evade time limitations on parking in the
permit area.
